Strategic plans, work programs, lifelong learning modules and in-service education modules of Information Strategies Association and consortium member Directorate of Yalova Public Education Center and ASO, Çınarcık Public Education Center, Çiftlikköy Public Education Center and Provincial Directorate of National Education are analyzed, it is understood that they do not support individual and professional skill development of adults at the intended level. It is observed that the education and training strategies that have been developed mostly contain formal education, top policies for non-formal education are not developed and a strategy could not be developed. When needs analysis of consortium member institutions are made, it is seen that institutions responsible for adult education and their trainers have incompetence on management and professional level in the field of; institutional motivation and need concept, innovative strategies in learning, regional socio-demographic variables, democratic responsibility and administration approach which allocate authority, stress management, prioritizing in preparing curriculum for adult education, learner oriented analysis for adult education, planning according to need, daily and monthly planning, adult psychology, teaching strategies and methodologies, methods for determining the limits to areas of responsibility, social entrepreneurship and leadership training, basic and cross learning/teaching skills. Besides, common problems of all consortium member institutions on regional level are that: adult drop out the courses in adult education activities, education programs for adults are not interactive, theoretical attainments cannot be applied to private sector and self-improvement. Objectives are to; Support and conduct the development of innovative curriculum/ educational methods/ education classes in adult education, Develop and promote innovative curriculum in intercultural/intergenerational education and (lifelong learning) learning, Increase trainer skills in recognizing adult psychology and behavior in adult education, Develop institutional competences according to regional needs, Develop strategies in institutions which offer adult education and training, Develop learner and teacher behavior and strategies in basic and cross learning/teaching and adult education, Develop strategies for socio-demographic variations for adult education, Develop innovative vocational education modules for adults, Build institutional skills to develop institutional vision and mission, Improve professional competence in adult trainers on social entrepreneurship. -Effects of the project on individuals and institutions will be on; institutional motivation and need concept, innovative strategies in learning, analyzing regional socio-demographic variables, stress management in adults, prioritizing in preparing curriculum for adult education, learner oriented analysis, daily and monthly planning, adult psychology, teaching strategies and methodologies, methods for determining the limits to areas of responsibility, social entrepreneurship and leadership training, basic and cross learning/teaching skills, developing interactive education programs in adult education and developing practice for theoretical attainments on private sector and self-improvement level - Institutional effects will be on; Establishing individual motivation and need concept, Developing innovative strategies in learning, Determining socio-demographic changes in institutional education, Strengthening democratic responsibility and administration approach which allocate authority, Strengthening institutional identity, institutional role and responsibilities Strengthening national and international cooperation between institutions and organizations, Discovering co-working performance among institutions and organizations Administration, quality (Monitoring/Evaluation) and dissemination teams will be formed among participants of coordinator, member and international partners within the structure of consortium for quality and management practices in the project and administration will be realized thereof. Project period is12 months; and abroad education program will be carried out with 28 participants (academics, managers, teachers and qualified instructors who work actively in adult education) and 5 hours daily in 5 days to Instituto Politecnico Do Cavado E Do Ave/ December 2015, Klaipėdos valstybinė kolegija/ May 2016, Consorzio EUROPA – Servizi, Formazione e Terzo Settore/February 2016, University College Lillebaelt/ June 2016, IES Monte Castelo/ June 2016, Botkyrka Folkhögskola/July 2016.
