Validation of service related skills and competences with an innovative IT-based Assessment and evidencing system

Service related skills and competences like client orientation, team work, interactive management techniques are becoming competitive factors in the service economy. These competences are mainly being acquired by learners in different professional, educational and life contexts, be it in extracurricular school activities, societal learning (active citizenship) or simply by learning-by-doing at the workplace. An “off the shelf”-assessment of service related competences against standardised systems (e.g. on basis of EQF, ECVET and ECTS) is barely conceivable because mostly they are not suitable to display non-cognitive learning outcomes that determine service orientation - such as interaction, tolerance, commitment, etc. Missing evidence for service related competences is a major obstacle for persons who acquired those competences outside mainstream educational pathways. VITA addresses this gap utilising an innovative, standardised ICT-based system, called LEVEL 5, which facilitates the assessment and evidencing of learning outcomes with the help of an individualised five level reference system based on 3 dimensions (cognitive, activity related and affective). LEVEL 5, applied in 50 learning projects in Adult Education since 2007, evidences competence developments by means of a visual metaphor (a cube with increasing volumes) and delivers a certificate with meaningful descriptors. In VITA the LEVEL 5 system approach will be extended: a learners’ interface and a VITA e-portfolio will be developed and systematically linked to European certification systems (EUROPASS) and EQF taxonomy. VITA will offer an individualised web-based system to extract and compile the evidences of learning outcomes to the learners and a powerful validation management system for educational providers. VITA approach and instruments will be comprehensively piloted in school, Higher Education, Adult Education and Vocational Education and Training learning contexts by ten experienced partners from nine European member states and largely disseminated and valorised.
