Project overall goal is to improve research quality and effectiveness as well as accessibility of education and training systems by promoting use of multimedia and interactive television. Implementation of project is planned in Kurzeme and Kaunas regions, where following problems are identified: 1. ICT (Information and Communication Technologies) Industry consider that there is no unified research methodology for quality and security assessment and future development strategy for e-services through DTV in the region; 2. Existing infrastructure for data transmission cannot support educational programmes transmission through DTV as well as no audio-visual training courses are available in the region. 3. There is no emergency situations early warning audio-visual system and infrastructure for transmitting through DTV in Kurzeme and Kaunas region. Feasibility study of emergency system implementation and operation has to be cried out. Following project goals was set to solve this situation: 1. Perform joint research to create methods and technique for objective estimation of DTV's quality broadcasting through various communication systems. 2. Create infrastructure for digital TV quality assessment for research and education purposes, DTV services transmission and education / training programmes development. 3. Work out feasibility study and carry out pilot testing of emergencies warning audio visual system transmitting thought DTV. 4. Develop 6 DTV multilingual training courses for students, Life time education participants and SMEs developers. Project target groups are ICT companies, students, developers and owners of SME'`s, Lifelong learning program participants and SME`s developers Common use of resource of all partners will allow creating a stronger and better equipped laboratory and infrastructure which will lead to better research results. It will improve the quality of studies, ratings of the involved universities and potentially reduce brain drain from the region. Joint research will be performed not possible for the universities working separately. Project results will create completely new approach to education program dissemination through DTV. This is completely new approach which never used in region and country at all. It will gives wider accessibility to free of charge education programs all users that have DTV at home. Project activities will accelerate achievement of program's main aim to promote sustainable and cohesive socio-economic development. ,Project activities and result will contribute to such program priorities as investing in education and research, supporting small and medium size enterprises, combat poverty and social exclusion.
