EFFECT proposal arises from the need to innovate SEE countries public procurement procedures and stimulate their integration with energy efficiency criteria to meet EU Public Procurement requirements and to contribute to achieve Eu energy strategy objectives. EU public procurement impacts for 16% on EU GDP and it is an important tool for public authorities to effectively address energy efficiency policies fostering production and consumption of energy efficient products/services. EFFECT general objective is to stimulate the adoption and adaption of EU renewable energy policies in SEE area, upgrading public authorities and energy local key actors, acting on the leverage of energy efficient public procurement (EEPP) as key instrument to improve competitiveness and promote balanced and sustainable economic growth in involved Countries,able to face the growing energy demand. Partnership, composed of RDAs, Innovation Development Agencies, REAs, Research Institutes, Local Authorities and Chamber of Commerce of 8 SEE countries, ensures the correct implementation of EFFECT action plan aiming to upgrade and qualify the demand and supply side of SEE target areas public procurement procedures guaranteeing the direct involvement of private/public local energy key actors. PP realize a detailed analysis on the state of application of EE criteria in SEE area public procurement procedures from the public and private sector point of view. PP use analysis results to upgrade and qualify, through training activities and local focus group, public sector/demand side and private sector/supply side competences on EEPP drafting and participation. Main project outputs and results are: 1) communication and dissemination plan; 2) EEPP guidelines in English; 3) 10 Memorandum of Understanding signed by the local authorities to commit to insert EEPP in next programming period 2013-2020; 4) 10 public tenders drafting for EEPP guidelines application; 5) 10 Operative Plans; 6) 1 Informational program and awareness campaign Achievements: • Experiences of energy efficient-oriented public procurement in SEE• Guidelines for organising procurement process using energy efficiency criteria• How to do public procurement following the energy efficiency approach - recommendations• Survey of barriers for supply side to participate to energy efficient public procurement• SWOT analysis of demand for energy efficient public procurement For more information see:http://www.southeast-europe.net/en/projects/approved_projects/?id=145
