WBL is proving to be a successful model to improve the learners’ employability, which is especially relevant at this time in EU with a dramatically high number of unemployed youths. Different sectors and stakeholders are demanding a more labour-market-oriented VET education combining practical and theoretical learning in order to qualify skilled workers in a practical way and better prepare them for the requirements of the labour market. Stimulating international mobility of VET learners by means of transnational WBL experiences is one of the key instrument in achieving this target. Transnational WBL experiences represent a fundamental tool for the development of key competences in dealing with working changes and ensuring employability. It has been highlighted the strong educational value of such experiences as they enable the acquisition of knowledge and competences, additional to those obtained through the ordinary training curriculum. However, many legislative, regulatory obstacles as well as the lack of quality and mechanisms supporting trasnational WBL prevent the achievement of this objective. Furthermore, getting employers involved is challenging. They may perceive a number of barriers to getting involved and may not see the advantages of engagement. Some may find education and training system too complex and bureaucratic. The current economic climate is a significant challenge to employer engagement and may even change the emphasis employers are likely to give to training and development. Different industrial, business and community sectors take different approaches to working with the education sector. Some sectors actively engage e.g. through representative bodies, others do not and are more dependent on the education sector to supply their skill needs. It is also important that the education system clearly understands the needs and expectations of employers. There is a need for both VET providers and employers to further invest in the development of sustainable relationships. Against this background, TRAM-WEB project aims to improve transnational WBL for VET learners by creating and validating a WBL implementation model engaging companies and VET organisations. The emphasis is on learning from each other’s experience and engaging in a real dialogue with employers by developing the model in close collaboration with local enterprises. Through practical implementation of different WBL approaches and feedback from enterprises, the project will develop hands-on implementation guidelines that will improve significantly the quality of transnational WBL experience for both the VET learners and enterprises in partner countries. Furthermore, the project will be also aimed at: - exploring the employers support required for effective active, reflective student learning in WBL environments abroad and in developing information and guidance materials and tools for employers, students and schools/VET providers teaching staff; - supporting schools/VET providers and stakeholders on how to improve integration of WBL into school-based practices or how to innovate existing work-based learning practices; - promoting school and business collaboration on the provision of WBL meanwhile enhance cooperation in areas such as curriculum design, career guidance and mentoring and results in better value for money, /resources/technology are shared with employers • identify and disseminate effective institutional policies and practices in engaging and developing the “employer role” in providing successful, active, reflective WBL learning environments which support high-quality learners learning. TRAM-WBL partnership consists of 11 partners (VET providers/schools, business associations, Chambers of Commerce, competent authorities, etc.) from 7 different countries and is constructed with the view of achieving the highest synergies among the different partners. Multidisciplinary skills an competences will be integrated in a consisten way wit the tasks and phases of the project development. The project target groups will be: potential hosting companies, business association professional organisations through their involvement in the focus groups , national seminars and joint teaching staff/enterprises sectorial working groups; - Regional and national public authorities responsible for the design, administration and award of vocational qualifications; schools/VET providers as the main implementers of the functions of the on-line tools by promoting their use to their students/trainees; VET-students and other potential VET trainees who will be involved in transnational WBL projects during the testing phase; other students/trainees, not involved directly in the testing phase, reached through the dissemination activities, will benefit from the project and its IOs through the use of project materials; Pedagogical/teaching staff mainly providing feedback and suggestions to the main IOs design and implementation.
