Training Qualified Technical Staff for Renewable Energy

The objective of the project is to develop an innovative and modern intermediate staff curriculum for the training of the technical personnel to be employed by the increasing number of renewable energy investments in Turkey and specifically in Central Anatolia and to ensure the applicability of this curriculum around the country and at the EU scale.
Solar, wind, geothermal and hydraulic energies, heat pumps and biomass are infinite and renewable sources of energy when considered with human life. Renewable energy sources are of strategic value for all countries by reason of their almost non-existent greenhouse emission values, their domestic nature and their high national benefits in social and political terms.Investments extended to this sector around the world are rapidly increasing and renewable energies are regarded as the sector of the future.
The need for labour qualifications in human resources required for the utilisation of renewable energies ranges from unqualified workers to R&D employees.This need also includes equipment manufacturing and marketing, project development, construction, installation and maintenance and repair works, as well as the energy generation sector. A considerable part of these occupational stages is in need of human resources equipped with the knowledge and skills required by new technologies in addition to basic qualifications offered by vocational and technical education.The complex technological practices in the sector and the continuously renewed technologies require educational practices to be updated constantly.
The study undertaken by ILO in 2011 entitled “Skills and Occupational Needs in Renewable Energy” addresses the labour qualifications required in the renewable energy sector and the current situations. Accordingly, the human resources to be employed in the sector should be more qualified than those in other sectors.In Germany, 82% of the people working at positions relevant to renewable energies are graduates of vocational and technical education.At the same time, the renewable energy sector holds a higher potential in employment creation than the industry by reason of its labour-intensive structure.
The Ministry of Energy and Natural Resources of the Republic of Turkey set a goal to provide half of the energy need in Turkey with renewable energies by 2023. This goal is an indicator pointing out to the fact that business and employment opportunities will increase significantly in the energy sector in Turkey and specifically in Central Anatolia and Aegean Regions.
One-fourth of the investments approved for the generation of renewable energy in Turkey will be extended to Konya and Karaman region. A specialised energy industrial zone was established in the region and a second zone is currently under construction.The permits necessary for a large number of domestic and foreign investments in the region have been granted and relevant activities initiated.Therefore, a great need for qualified labour emerged specifically in the renewable energy sector in the region.
The daily increasing investments in the sector lead to a parallel increase in the need for qualified labour. The project is planned to prepare an environment favourable to the satisfaction of this need for qualified labour through a flexible, innovative and needs-oriented education curriculum that focuses on employability and that can be applied at the EU level.
The project partners are two trade bodies encompassing enterprises, a vocational high school delivering education in the sector, a university delivering graduate-level education, professional enterprises specialised in training and research and a non-governmental organisation that offers a wide range of services including consultancy. The partnership structure was formulated in such a manner as to facilitate the achievement of the expected results through the expertise of these partners and the tasks were distributed in line with these fields of expertise.
Within the scope of the project;
• A needs analysis will be carried out in the renewable energy sector upon the collection of opinions from all stakeholders.
• The current situation in the relevant countries will be examined.
• An innovative curriculum will be developed to respond to the identified needs.
• The curriculum thus developed will be tested.
• The curriculum will be revised through the consideration of feedback to ensure its applicability at the EU level.
• The results obtained in this process will be made available to the users in the form of a printed publication.
The project will pave the way for the development of flexible, innovative and demand-based education curricula in the renewable energy sector in the medium term and in the other sectors that are in need for intermediate personnel in the long term.
