Towards Employability of Knowledge: Development of NQF in Serbia as a Common Language between Education and Labor

The project will initiate a multi-stakeholder policy process geared at overcoming one of the crucial systemic obstacles to improving youth employability, strengthening growth, and ensuring future labour mobility in Serbia – the lack of a comprehensive National Qualifications Framework (NQF). Consortium members believe that the only way towards an effective NQF is through the coordinated engagement of a broad stakeholder group, along with sustained efforts at generating highest-level political will and raising awareness among the public at large. The project is designed so as to utilise to the highest extent the existing know-how and willingness of those actors currently charged with developing the NQF (in an unsatisfactory two-tier and non-inclusive manner). The knowledge and skills of these actors will be further deepened and connections built among the different sectors that must be involved in the process – education, labour, economy, European integration, youth, and civil society. A separate set of activities will directly engage decision-makers in Parliament and Government, in parallel with strengthening media coverage of NQF-related policy processes with the aim of increasing the understanding of the significance of a qualifications system both for development and for European integration. Along with creating a continuous information flow between NQF developers and policymakers, this form of political dialogue is designed to create a lasting institutional commitment to the process. The project will also provide a draft action plan as a tangible output that will be used as a basis for developing a permanent coordination mechanism for NQF development and implementation. The draft action plan will be used as a tool for planning and monitoring the future actions as well as for mobilising additional efforts and actors with the aim of achieving continued and sustainable results.
