The borderline as an axis of innovation (INNOAXIS)

The project aims at a coordinated study on the development potentials of the cross-border region of Serbia and Hungary strengthening cooperation and common exploitation of socio-economical opportunities, based on our concept of the borderline as an axis of innovation.The project is strongly related to an initiative of 140 local authorities from Hungary, Serbia and Romania, to form an EGTC called Banat-Triplex Confinium (BTC). The role of the project within this initiative would be to provide a pratctical and scientific background material for the realisation of EGTC, compensating the shortage of necessity-oriented planning documents at the microregion level, as well as the lack of development strategies below the state level in Serbia.Activities: 1. Review of the present development potentials by the analysis of existing planning documents, 2. Creation and public debate of 8 sectoral strategies (agricultural, industrial-service-IT, transportation and infrastructure, touristic and recreation, environmental, education and youth, social inclusion, cultural and media priorities) regarding the target area as a coherent socio-economic region, 3. Formulation of an operative programme for the development of the cross-border region, as well as its presentation to the stakeholders concerned, having been involved in the planning process since its beginning.The target area of the project covers two districts of Serbia and 8 microregions of Hungary, including the towns of Szeged, Subotica, Sombor and Baja, home of a population of slightly more than 800,000. Achievements: Direct outputs of the activities of the project partners are 8 sectoral strategic documents (in the field of agriculture, industry/services/IT, transportation/infrastructure, environment, education/youth, culture/media, tourism/recreation and social inclusion) and 2 operative programs (Economic and Human Operative Program). 3 events (opening conference in Subotica, workshop in Mórahalom and closing event in Baja) and 2 documents (GOP and EOP) served directly the creation of joint structures. The events facilitated the cooperation of local actors (representatives of local government, civil sector and experts) coming from the different side of the border and gave a chance to create joint structures. The OP-s have a chapter about the possible institutional structures for the cross-border development activities. Some of the OPs interventions directly aim to create joint structures. The project implementation facilitated or strengthened the informal cooperation of several authorities, agencies. The project promoted the formal cooperation of the local governments in the frame of the Banat-Triplex Confinium EGTC. New cooperation was facilitated with the Fund Cluster for Health Tourism of Vojvodina and with CESCI (Central European Service for Cross Border Initiatives. (See enclosed statements of the heads of the organizations)The joint operating structure of the project also gave a framework for the cooperation of the experts from both sides. Almost all the project activities served sustainable development. Special research activity was carried out about the environmental status and problems of the region. Special attention was paid to the environmentally protected areas. This research supported the creation of the environmental priority of the development strategy. Special research activity was carried out about status of the minorities and the status of women in the Serbian part of the region. The creation of the strategy for social inclusion devolved a special attention to the disadvantaged groups living in poverty or/and periphery. Some of the HOP interventions focus on children living in disadvantaged situation.
