Sustainable Water Management through Common Responsibility enhancement in Mediterranean River Basins (WATERinCORE)

The project is aiming at the design, application and dissemination of a methodological frame for the integration of Local Agenda 21 principles in Water Resources Management in Mediterranean River Basins. It is focusing on the identification of the water management practices and policies as well as of the actual state of Local Agenda application in the participants regions. Considering these and additionally the specific characteristics of the regions a public participation process will be designed and implemented at selected pilot river basins/sub basins in each region in order to motivate and actively involve the local key actors/stakeholders in the development and application of local actions in water management. By this way the provision of tools for a better integration of activities in the fields of both sustainable water management and Local Agenda 21 will be achieved and the confrontation of the different problems and threats on water resources in a cross-sectorial, territorial as well as dialogue oriented approach will be accomplished. Finally, the PP methodology that will be applied and validated over the several pilot river basins will constitute the baseline for further and wide dissemination and application by the water competent authorities and managing institutions at the Mediterranean area, in order to enhance Common Responsibility of social actors towards the integrated and sustainable management of water resources and environment, generally. Achievements: State of the art of project implementation since the project startThe WATERinCORE project is focusing on the design, application and dissemination of a methodological frame for the integration of Local Agenda 21 (LA21) principles in Water Management in Mediterranean River Basins. During the WATERinCORE project, the following had been made: - Water resources management analysis in the participant regions in Greece, Cyprus, Italy and Spain. - Development of an Achievement recognition matrix, completion of LA 21 survey and selection of the best LA21 case studies in the same regions. - Setting of a common list of indicators on water management and creation of a common data base for the selected river basins in the participant regions. - Applying of SWOT analysis on water management and development a strategic management plan for the river basins. - Design and application of the public participation methodology aiming at enhance the common responsibility in Water Management. - Development of a water management action plan for the project's pilot basins.Latest project activities and outputsA public participation procedure was developed in the project's pilot basins. The Strategic Water Management plan and the scope of the project were communicated to the local stakeholders. The strategy had been put in the core of the public participation procedure within the basins focusing on the production of a Water management Action Plan with a bottom - up approach. A local agreement on adoption and application of the water action plan was achieved in most cases. Moreover, two short manuals on Local Agenda 21 and Water management included mainly best practices and outcomes of the project were compiled and edited. Finally, technical seminars on Water Management and Local Agenda 21 was held by the partners in their regions during the last period and the project's final conference was also organized at the end of the project.Next key steps for the projectDuring next period, in the pilot basins the water strategic plan will be put in deliberation. The local actors will participate in the -social dialogue-. In parallel, an -opinion survey- on Water Management will be made. The Scope of the Public Participation procedure is to conclude on a Water Plan considering the proposals of locals as well as to enhance their common responsibility on water resources. Finally, Capitalization & information actions, including the final conference, will take place.
