SufalNet4EU is an INTERREG IVC Capitalisation project that aims to provide regional and local authorities from various EU countries with specific instruments to redevelop closed and abandoned landfills in their territories, by developing Action Plans that will be implemented through mainstream Structural Funds programmes in each participating region. Lead by the Province of Noord-Brabant (NL) SufalNet4EU brings together 15 regional authorities from 10 different EU Member States that will work together intensively during this 2-year project. The project builds on the results and good practices in redevelopment of landfill sites developed in the INTERREG IIIC project SufalNet (2005-2007) and several other (EU-funded) projects. The key best practice capitalised in this project is the SufalNet Model Strategy for Landfill Redevelopment.The core activity of SufalNet4EU is the development of regional Action Plans for redevelopment of one or more closed landfill sites. Each partner draftsa regional Action Plan based on a joint framework. The development of the plans is a cooperative effort, in which all partners go step-by-step through a standardised, clearly defined Action Planning process.During each step of this process, the partners get together to exchange their content knowledge and experience and reflect on the Action Plans as they develop. Within this interregional exchange, partners sharing similar challenges and situations in their region are working even more closely together in thematic Working Groups. Three of these groups are formed, respectively focussing on redevelopment on a Regional Scale (multiple sites), redevelopment into Landscape and Nature and redevelopment for Economic functions.Each partner works intensively with the various key stakeholders in his region while developing its regional Action Plan. This ensures the action plans meet all regional needs and requirements and have the necessary commitment for successful future implementation.Before the start of the project all partners have obtained the cooperative support of the Managing Authority of the relevant Structural Funds Operational Programme in their area. These authorities stay involved in the action planning, offering the best possible guarantee for the use of Structural Funds for eventually implementing the action plans. The SufalNet partners put considerable effort in the dissemination of their combined best practice knowledge in landfill redevelopment to practitioners and policymakers across the EU. They will organise public conferences and contribute to other events on the subject. In each country represented in the partnership, a national information event will be hosted for waste and landfill management professionals from all parts of the country.At the end of the project, at a final public conference, the Action Plans of all partner regions will be presented and politically endorsed by the regional authorities and Structural Funds managing bodies. Achievements: SufalNet4EU is a network of 15 local and regional governments cooperating in transforming closed landfills in natural, recreational, industrial areas. The challenges posed by 150,000 landfills in Europe are enormous, but at the same time practical, achievable solutions are well within reach. Best practices with landfillredevelopment as identified in SufalNet's Model Strategy are applied in an Action Plan to be delivered by each Project Partner. The Actions Plans are delivered in 6 steps: 1. Description of the current situation and challenges, identification and selection of sites, stakeholder analysis;2. Land use planning;3. Environmental issues and technical aspects;4. Legal, social and financial implications;5. Draft Action Plan, including detailed project descriptions and identification of eligible activities in European Structural Funds6. and Final Action Plans.Towards achieving the 15 Action Plans, Project Partners work in three thematic Working Groups focusing on:1. Redevelopment on a regional scale; Campania Region (IT); South Transdanubian Environment and Water Directorate (HU), Wielkopolska (PL), Extremadura Region (ES) and Province of Noord-Brabant (NL).2. Redevelopment landscape & nature: Oldham (UK), Lavrio (GR), Böblingen (DE), Sicily Region (IT) and Koŝice (SK).3. Redevelopment for economic functions; Afvalzorg (NL), Bistrita (RO), Belfast (UK), Malaga (ES) and Ludwigsburg (DE) By closing this third reporting period 5 steps have been gone through. Step 1 in the actionplanning process was presented and discussed by all Project Partners at the Launch Conference on 27 & 28 April 2010 in s-Hertogenbosch (Netherlands). Some 30 landfill sites, covering a surface of 500 hectares were identified and selected.Step 2 was focussed on land use planning. Papers were presented and discussed in 3 separate Working Group (WG) meetings. The WG for Economic functions met on 15 & 16 September 2010 in Ludwigsburg, Germany. On 21 & 22 September 2010 the WG for Nature & Landscape met in Košice, Slowakia. The Regional scale WG meeting was held on 5 & 6 October 2010 in Poznan, Poland. All Project Partners presented their land use proposal(s) for having the landfill site(s) transformed into citypark, sports facility for biking, karting and golfing, open air theatre, pet area and in solar and wind energy parks. Step 3 focussed on environmental issues and technical aspects. This was presented and discussed during a plenary co-ordination conference on 8 & 9 December 2010 in Lavrio, Greece. Especially in this step SufalNets best practice model strategy on how to examine environmental risks and how to manage these risks in future was applied in order to have the landfill sites managed safely.Step 4 was presented and discussed in another round of 3 WG-meetings focussing on implementation of the action plans. The WG for economic functions met in on 15&16 March 2011 in Bistrita (Romania), the WG for Nature&Landscape met on 23&24 March 2011 in Palermo/Agrigento (Italy) and the WG for regional scale met on 7&8 April 2011 in Caceres (Spain). This step resulted in strategies for involving stakeholders such as communities, private investors and politicians for getting the re-use of the landfill sites socially, legally and financially accepted. Step 5 was presented and discussed during the plenary Coordination Conference on 15&16 June 2011 in Belfast (UK). All partners presented their first Draft Action Plan and showed their landfill sites at posters. Key note speakers lectured on European funding, European Investment Bank and private investments. This step resulted in identification of potential European funding programmes for implemention of the action plans.
