Supporting local authorities in the implementation of Sustainable Energy Action Plans in the Alpine Space Area

The main objective of the project is to promote energy planning at local level by sharing a common methodology among participating Partners (PP). This is essential to tackle Climate Change (CC), as energy use is mainly responsible for it. Local Authorities (LA) have a key role in this mitigation process, but as generally acquired, mitigation is not sufficient since CC is already taking place. The two options approach (mitigation and adaptation) in the energy planning process, are thus, essential. Following this principle an ad hoc methodology for drafting Sustainable Energy Action Plans (SEAP) in Alpine Space Area (ASA) will be created, promoted and implemented. PPs will improve their own skills thanks to a capacity building process improving their effectiveness in supporting LA. Furthermore one Action Plan for Public Investments methodology based on the requirement of art 4 of COM-2011/0370 will be available for ASA and several of these Action Plans will be drafted as pilot actions. Achievements: In order to support Alpine Space municipalities in selecting actions that suit to their needs, SEAP Alps offers the online Action Tool designed to be suitable for the template of the Covenant of Mayors initiative (COM). The action sheets are listed in 9 fields of action where the user can select and customize in order to draft his own SEAP. Moreover, the Training Platform provides detailed information about how to develop SEAP according to the COM, develop a Climate Change Adaptation Plan; use the SEAP_Alps methodology. Subsequent to the training, a knowledge test is available, too. The methodology for Action Plan for Public Investment is set up in order to test at local level the requirement of the renovation of the public building stock introduced by the Directive on energy efficiency. Finally, the Assessment report on Private-Public financial schemes implementation was delivered. All these tools and methodologies are being used for the local implementation in the pilot sites.
