The province of Vicenza is composed of many municipalities of small / medium size, spread over a territory which changes from the Alpine foothills to the plains. The economic and social context, though affected by the market crisis, is still favored by an industrial dimension in continuous renewal that has encouraged the growth of a multi-ethnic society and stimulated the development of the third sector, particularly within social policies : there are many companies, associations, Cooperatives that deal with voluntary services, active participation, young people. It would then prove to be a great evolution the opportunity to collect dynamic ideas and proposals that come from the outside: the morphological condition of the territory (geographically closed valleys) and the attention and commitment to the development of the economy have fostered an attitude of independence that is still essential for growth, but would be even more enhanced by network settings, collaborations and discussions on the use of best practices. Especially in the field of youth policy, the commitment of the municipalities and bodies for the implementation of services on the various territories is today ready to reach important territorial partnerships, which could collect innovative inputs for new activities and could reach a European dimension, in a perspective of quality of services. The Spyglass project foresees the involvement of 16 municipalities in the province of Vicenza and aims to give a voice to young people who live in contexts of the province, rural areas, foothills and decentralized and often do not care or are taking part in participatory processes facilitating the comparison with local administrators to define youth policies in line with the needs of the territories and of our times. The project follows the structure of the Structured Dialogue implemented at the European level by providing a kick-off meeting in the fall of 2016 to agree on issues and modalities for consulting young people, a stage of investigation at the provincial level and a final conference in the spring of 2017 for the production and approval of the guidelines and common recommendations to bring local governments. In addition to the 16 Municipalities Spyglass will directly involve 100 participants and will have a inpact on a wide territory, reaching more than 5,000 young people.
