Strategic Noise and Air mapping related to border crossings and related infrastructure (NAMap)

Serbia and Hungary aim to build a long-term relationship, in order to cooperate on economical, social, and cultural levels. Infrastructure development is one of the key elements herein, as efficient mobilisation of people and goods are crucial factors for ensuring durable competitiveness. Although the development of public transport system has priority on all programme levels, the construction and reconstruction of public roads have a particular importance in enhancing the prosperity of the region. As protection of the environment is a basic concern in all kinds of construction projects, the preparation phase should expressly focus on the assessment of environmental impact. In this respect, expanding the focus of the European Environmental Noise Directive 2002/49/EC from measurements conducted in rural areas to mapping the effects of environmental noise and air pollution has key importance. Hungary has valuable experience in addressing the problems related to noise and air pollution. The purpose of this project is to assess the levels of noise and air pollution on roads leading to border-crossing points and in related areas, with functional and out of operation roads as a focus of the project both on the Serbian and Hungarian side. In the framework of the project, a complex traffic condition assessment will be conducted, measurements of noise and air pollution will be made in areas defined by the traffic survey, an action plan will be set up to deal with development needs and potentials of border-crossing points and lead-up roads. The resultant database will serve as input data for environmental impact assessments related to the preparation of future developments, thus creating valuable information for authorities and companies implementing road reconstructions. The project will benefit the whole population of the respective area, by leading to the decrease in pollution levels and thus fostering tourism and competitiveness.
