Standardization in Product Quality Management: EU Experience and Cooperation Prospects

Modern market economy is characterized by a trend towards integrated regional markets, with the main emphasis on standardization and elimination of national market barriers. The experience accumulated by the European countries in the field allows EU members to base their national standards on EU common guidelines and directives.With Russia having transited to market economy, EU directives and international standards are often used as a base for national Russian standards. Although international standards are based on consensus and voluntary recognition of inherent requirements, in practice, products must comply with these standards, since it is a criterion of product’s competitiveness and access to international markets. An agreement between the European CEN, CENELEC and Russian Rosstandart provides a framework for closer co-operation and will facilitate trade in goods and services between Europe and Russia. The strategic goal of this project is to promote the study of the EU experience in applying harmonized European standards and ensuring unified requirements to products in the international commodity exchange.Project specific objectives are:- to raise awareness of the importance of standardization for the Russian, European and international economy;- to study EU experience in developing the internal product market based on the modernized national standards;- to develop and introduce a training course “Standardization in product quality control system: EU experience and cooperation prospects”;- to develop a quality management system based on harmonized standards;- to develop training and methodological aids and introduce new teaching forms, techniques and schemes based on the advanced new educational technologies and new approaches to increase the attractiveness of issues related to standardization in the EU.
