The overall objectives of the ECO-BUILD project are to provide policy makers and stakeholders with an overview of the internationally most advanced concepts and technologies for Eco-buildings, best practice solutions for implementing those concepts and an assessment of the potential of and problems faced by different sets of policy measures adopted at the European and national levels. The latter point is of particular relevance in light of the recent problems - or potentially even the rejection - of the implementation of the Directive 2002/91 on the energy performance of buildings in the Netherlands. The Dutch argument for delaying the implementation of this Directive is mostly related to the high costs imposed on the building sector but also on the problems of fast structural change.
