South Baltic Center of Offshore Wind Energy (BALTECO)

From all European basins, Baltic Sea is the one with lowest offshore wind capacity installed (14,2% share), far away from achieving the capacities of the North Sea (63,3%) and Atlantic Ocean (22,5%). This situation is expected to change in the coming years with 16GW of Baltic projects in the pipeline. With this promising perspective, industry, academia and decision-makers of the South Baltic countries should do their best to benefit from the future growth of Offshore Wind Energy (OWE) sector.Challenges in OWE, the fastest growing energy technology in Europe, require a joint action of South Baltic countries to foster R&D activities. This is mainly due to huge expectations towards these technologies from the industry and the environment. The industry strives to reduce the cost of technologies, decisions about the development of many Offshore Wind Farms (OWF) are subject to a reduction of investment and operating costs. However, the environmental impact of future offshore wind farms in the Baltic Sea is still not fully investigated. Further research and technologies with minimal negative ecological impact are needed. In South Baltic area there are clear leading countries (Denmark, Germany) in the installation and technology development in OWE, while other countries (Poland, Lithuania), with no installed offshore wind capacity, are lagging behind. It can also be observed in all countries a lack or insufficient cooperation between research centers, manufactures and SMEs, both at national and cross-border level, that slows down the innovation capacity of the whole South Baltic region. These expectations and barriers are interlinked and require a joint action at transnational level. BALTECO project will contribute to the specific objective 2.2. related to the increased use of green technologies through increased R&D activities in OWE technologies. This will foster new technologies for the benefit of the industry, environment and the economies of South Baltic countries. Expected Results: BALTECO seeks to develop and deploy green technologies for Offshore Wind Farms through enhanced cooperation between research an innovation centers, SMEs and manufacturing centers across SB area in order to minimise environmental pressure and take full advantage of future growth in offshore wind sector. Increasing energy demand and ambitious EU goals for renewable energy (20% by 2020, 27% by 2030) are forcing an increasing role of OWE in fulfilling these objectives. OWE technology development will not only enable achieving these goals, but will also create jobs and develop coastal regions. Another important result brought by the project is the reduction of CO2 emissions. BALTECO is willing to bridge the gap between leading OWE countries (DK, DE) and those aspiring to become major innovation centres (PL, LT) by sharing knowledge and creating new market opportunities benefitting the whole region. BALTECO will facilitate transregional development of offshore wind energy technology, taking into account the specifics of the Baltic Sea basin. The environmental and met-ocean conditions vary significantly from those observed on the North Sea making the direct transfer of know-how more complex. Low salinity of the waters brings the icing problem for example. As a consequence a design of the support substructures (foundations) of the offshore wind turbines both floating and bottom fixed should be different than to the North Sea. Baltic Sea is shallow therefore only semi-submersible and Tension Leg Platform floating foundations are feasible (not spar buoy). BALTECO will strengthen science and business relationships (opportunities to network, joint R&D of most promising solutions, mechanisms for industrial application). This will increase the competitiveness of the whole South Baltic Sea supply chain (planning, manufacturing, installing, operating, maintaining OWF), contributing to better positioning of South Baltic countries for becoming a leading offshore wind power hub.
