Social Competencies for the Community Participation of People with Disabilities

SocPart focused on the experience of people whose opportunities are restricted by mental ill health, intellectual disability, drug addiction and homelessness. We explored the skills, understanding and competence required to build social networks and increase social participation. Our work drew in front line organisations from five countries: the Czech Republic, Denmark, Germany, Greece and the UK.We learnt from the differing experiences and the differing traditions and approaches across five countries through four transnational meetings and seminars and a survey conducted by structured interviews and focus groups. We found that public and professional attitudes towards people living with intellectual disabilities or experiencing mental distress, ill-health and illness have been changing along similar lines but at different rates in Europe over the last fifty years. However, despite the long standing nature of the changes, our comparative survey suggests that people living with disabilities and mental ill health still face stigma and corresponding barriers to education, work, home, leisure activities, social relationships and community involvement. There are missing community based helping systems; missing opportunities for involvement in decision making about personal and social affairs and insufficient forms of participation into social networks and meaningful activities.In response to our findings and observations in these other reports we created an outline framework for adult education providers consisting of three modules: (i) Self determination and empowerment (ii) Community Sensitisation and (iii) Understanding Hopes and Ambitions. The outlines of these modules can be found on the project website (www.socpart.com) supported by notes explaining changing paradigms in more detail.We hope that this outline framework will be used by adult education providers as the basis of new learning material developed after further local needs analysis
