Bácsalmási region is in bad socio-economic position due to changed economy structure. Due to new economic trends in this region, unemployment rate is very distinct (20%), and persons with disabilities affected by this. Because of changed situation on labour market, this region does not attract capital.On the other side of the border, Novi Sad and surrounding area are faced with similar concerns. Due to the proximity of these regions, common support to the development of human resources may best be achieved within international co-operation.Those who are the most affected within the group of the unemployed are persons with disabilities who have the following characteristics: low education degree, the lack of information and common concepts, as well as low level of the relation between potential employers and employees, including numerous prejudices by employers. The proximity of these two regions provides the possibility that planned system of human resources development provides higher access on labour market for the above target groups.
