QUALITY MANAGEMENT IN OCCUPATIONAL HEALTH AND SAFETY TRAINING AND PRACTICES

According to the International Labor Organization’s (ILO) data, approximately 3 billion people are working in the world today, of which 1.2 billion are women. Every year 2.2 million people lose their lives due to work accidents and occupational diseases, and many more become disabled. When the Turkish Statistical Institute’s data for 2012 were assessed, it was seen that 1 out of every 3 worker suffered a work accident and more than 1700 people lost their lives in result of over 100,0000 work accidents that occurred. Unfortunately Turkey is in the position of the leading country amount the EU countries, in the work accidents involving deaths ranking.
The 155 and 161 numbered ILO agreements and the OHS regulations which were harmonized during the EU candidacy process are required to be effectively and continuously implemented and a social “Safety Culture” is to be created. It is necessary to generalize the education activities to the employees, employers, social partners and the public. Important responsibilities fall to particularly to the educators and the employees, in providing occupational safety, reducing occupational diseases and decreasing the work accident rates to the European Union member countries average.
The 6331 numbered law makes it obligatory for employees to get occupational health and safety training. There are many institutions which provide occupational health and safety trainings for the employees. The contents of the trainings are different from each other and they do not satisfy the needs. The Curriculum and methods and materials need to be developed in accordance with OHSAS 18001 standards. OHSAS 18001 (Occupational Health and Safety Management System), is an approach where systematic measures are taken against hazards and risks in order to protect against potential accidents and their effect in the workplaces and to provide a better working environment.
The aim of the project is to attain the level of EU standards with respect to occupational health and safety in our country, and to adapt the EU applications to our country and to contribute to the raising the awareness regarding OHS in our country and the improvement of the existing system and the creation of a OHS culture in our establishments. Through the project meetings it will be ensured that the project monitoring is assessed and the infrastructure of the planned projects are reviewed so that no troubles occur in the planned project targets. A training curriculum which is related particularly with OHS will be created in the project, and those that are willing will benefit from these trainings, either through organized education or e-learning system.
It is essential that as a country we educate our employees with respect to occupational health and safety and teach the rules and principles regarding occupational health and safety to the oncoming young population, and take their knowledge and skills regarding these subjects to the level of developed countries. Developing Occupational Health and Safety studies and applications in EU countries will contribute to the wealth, and also will save the lives of our employees who are already in work life and ouProject meetings, needs analysis, curriculum and handbook development, e-learning system creation, pilot application for testing the created training materials, assessment and dissemination activities will be implemented within the scope of the project.
For the duration of the needs analysis, survey and research methods will be used. For the duration of the project management international and skype meetings will be conducted. Curriculum, hand book and e-learning platforms will be produced for training material development. Pilot applications will be performed for testing the outputs. During the assessment process, surveys, external, self- and peer-assessment methods will be used. During the dissemination process, dissemination materials, social and visual media, press, international meetings, EU dissemination platform and web site will be used.
Project outcomes and outputs will comprise of training curriculum, hand book, e-learning portal and assessment reports.
In the long term, the awareness of the institutions and establishments in our country with respect to OHS will increase, work accidents will decrease, the open resources which the beneficiaries can reach will increase, competencies of OHS experts will increase and works conforming to EU standards with respect to OHS will increase.
