Quality by Units

The main aim of the project was to show how learning outcomes and competence oriented training and assessment procedures in vocational education and training can be applied in order to achieve a higher quality in the process and effects of VET. The project focused mainly on the process of VET, where the usage of units of learning outcomes and appropriate competence assessment procedures directs to higher quality because it leads to more transparency and standardisation but allows flexibility at the same time. The learning outcomes approach leads to better employability skills and adaptability of competences and thus fulfils (outcome) indicator 6 of the European Quality Assurance Reference Framework: Utilisation of acquired skills at the workplace. The purpose of this indicator is to increase employability and improve responsivenes of VET to changing demands in the labour market. Two elements of ECVET technical specifications were applied in the project:- the development of standards and guidelines for the conception of learning outcome oriented approaches and- the appropriate competence assessment procedures.The focus of the project is on the apprenticeship mechatronics which was already analyzed within several ECVET-projects. It turned out that the practice of VET could benefit from using units of learning outcomes and competence assessment procedures. In different countries the logic of ECVET will be anchored by testing on how a didactical framework for learning outcomes approaches can nationally lead to quality assurance in VET. Different VET systems will be taken into account: dual systems (DE, AT), training on the job (UK), alternating (PL) and school based vocational systems (FR). For the last mentioned system it is especially innovative to use the ECVET specifications as the usability of the acquired skills and competences cannot be directly assessed at the work place. It is the aim of the project to transfer good practice from the two projects "EDGE" (part of the German DECVET initiative) and "VQTS" to different VET systems in order to come to a common understanding on how ECVET could work in the different contexts and thereby come to a better understanding across Europe.
