Preventing Educational Mismatch

'What do I do, what will I do?' is often what young people/children think, they: • not necessarily have a professional ideal • have limited knowledge of the “working world” • do not always identify and understand the spectrum • struggle to identify career directions The PEM-project is an enormous challenge that needs tot be conducted in a concerted & realistic way. The main objective of the project is to establish a record of the base data of both public & private employment services & activities currently in use when working to prevent educational mismatch with young people who are in unemployment (benefits) across the partnership countries (Scotland, Poland & Netherlands). What do we need to do / how can we help them to make the right choices? By identification of one’s personality & skills We look at what works, why it works & how it works matching the skills of young people to the best education / career guidance. Furtermore: we add an EU perspective in this Benchmark. Which cooperation & how the cooperation between public and private employment services in the field of transnational mobility as regards to young people in the specific regions of the partnership countries is arranged? Finally, we suggest how the European Union can develop common strategies to identify and then replicate success. The project will look at supporting concrete actions in how to reform, improve the flexibility & security of the EU Labour Market that crucially starts with how we deal preventing educational mismatch. Werkcenter is the leading organisation. SCQF will back up WC. In total there will be 6 psysical PEM-meetings (2 in each country), monthly Skype meetings and special Survey meetings. During the PEM-project we have the following specific Objectives; - Establishing best practice in services preventing educational mismatch in 3 nations - Create a tool-kit of the best delivery & services preventing educational mismatch with young people that can be transferable across the EU How does it work?; Why does it happen? What types of partnership exist in the 3 countries & crucially task working with partners to identify the challenges & solutions that can be transferable to other countries? What procurers are involved? Which PEM-services are provided? In what context (agreed objectives)? Relating the focus of the training systems back to local labour market conditions & skills needs to enhance their local employability prospects? To identify personality & skills and what are the obstacles young people face on their educational journey from unemployment to the jobs market? Clear planning and actions; To establish the different combinations of partners involved in PEM programmes in each area & to see which appear to be the most effective; To pool expertise & establish a range of fit for purpose approaches to the resolving issues presented by this grouping; To show how PEM-collaborations are set up at a local, regional, national & EU level & making it easier to organise & scale partnerships; To look at how technology can provide skill-building solutions accessible to a wider range of employers, training providers & young people; To provide information, about formulated strategies as regards to PEM; To develop/adapt materials which help identify informal skills and link them to a country’s NQF (& EQF) To explore advice and guidance given to individuals with little or no formal qualifications and identify the challenges involved in helping this group recognise their exisiting skills and competencies How the recognition of informal skills which are benchmarked against an NQF help raise confidence and self esteem and help the individual make a plan of action for the future How NQFs help people understand the value of learning they have achieved and how this could be used for career development or further participation in lifelong learning Whether or not NQFs have any negative implications for learners in schools or in the workplace and whether or not there are any barriers which would prevent further progress being achieved by learners What actions could be taken by NQF owners to further improve awareness & engagement What works as regards to EU (Interaction of regional, national and EU Programmes (YfEj, LdV (PLM), ESF)? Is there an evaluation of results, what can be learned from these forms of cooperation? This partnership challenge aims to bring together a diverse global community in the 3 nations – including business leaders, educators, entrepreneurs, policy makers, journalists and young people themselves – to help identify a range of innovative, scalable solutions to the challenge of youth unemployment. We do this to focus on how can we help Children / young people to make the right choices as regards to education in order to prevent mismatches as regards to educational choices but also as regards to (NOT) entering the jobs market leaving them in a benefit trap.
