The main problem to be tackled is the insufficient or reduced attractiveness of local VET systems and the related insufficient cohesion among local stakeholders, key actors, VET providers and Public Authority. OCT aims at: introducing and embedding participatory process of local governance able to plan a more efficient and effective VET policy; create and support VET local networks (VET providers, business, social partners, trade unions, ESF Managing Authority); increase the responsiveness of VET system to the needs of local targets.OCT partnership involves 9 partners from 4 countries (Greece, Romania, Spain and Italy): 3 local Public Authorities ( 3 private organisations, 1 non profit organisation, 1 trade union 1 trade association
