Due to harmonization process between the European Union and Turkey in various aspects of life, Turkey needs to develop its standards in terms of understanding the school administration system to reach EU standard, and to one of the ways to actualize it that the schools’ headmasters need to improve the quality of teaching process. Globalization and the shifting of society structure had caused the future role of headmasters change, in the sense of innovations, supporting individual development, promoting positive intercommunication within school, vision, mission, and the hope which is to contribute to increase teaching quality with cultivating the sense of responsibility in school management process and it is vital to go by with the applications in all manners of learning issues. These aspects require being a prepared individual. Success of a school is directly proportional to the administrative quality of the school principal. Therefore, in the surveys conducted it is emphasized that the principals are effective on the quality of education at schools, and in accordance with the requirements of the information age they should further upgrade their management standards. It is also stated in the Resolution Recommendation Report of “Psychological Harrassment in the Workplace (Mobbing)” by the Commission of Men and Women Equal Opportunities of the Turkish National Assembly that the principals who are professionally unsuccessful undermine the reputation and dignity of their staff, cause to lose their health and reduce productivity, as a result adversly affect the working life by applying mobbing. Within this project, 24 headmasters from varied types of operation (6 Kindergartens, 6 Elementary Schools, 6 Junior High Schools, and 6 Senior High Schools) had the chance to visit our partner Berufskolleg Simmerath/Stolberg in Aachen Region in Germany, which is the best suited partner for Turkey, and observe good practices of education and management. Thanks to this Project, our headmasters had the chance to exchange their knowledge and views, observe best practices and when they got back to their own country, apply their experiences in their own institution on: • Strategic Planning scope: School development processes, implementation of self-assessment, and improving the school’s development plan as a part of EU Project; • EU Projects Scope: the importance and contribution of the EU projects on school vision; • Management and Organization Scope: management, worksharing, effective and efficient use of the building; • Public Relations and Communication Scope: importance of the school administrators’ relations with their teachers, students and other stakeholders. Throughout our Project a series of dissemination activities were done: Three in-service training seminars to the headmasters of 177 public & private schools, special education centres and guidance and research centres in the Küçükçekmece Directorate; a Facebook website under the name of "Okul Müdürlerinin Öğrenim Kalitesi Üzerine Etkisi (The Effect of the School Principals on the Quality of Education at Schools)" whose members reached to 650 educators was created. Data, reports and files in-line with the Project goals are uploaded; photos, videos and presentations of the mobilities are added; links that are useful for the individual and Professional development of the principals and educators are shared. In this group school administrators and educators are encouraged to present their good practices and innovative implementations with their colleagues. Project teams have been formed, eTwinning projects have beed started up. A consortium partner school has totally changed its system to subject-based classroom system, landscape gardening has became popular, individualized and student centered teaching techniques and mothodologies have been taken up, relations between stakeholders have been reviewed, etc., and consequently, this Project has created synergy among the educational organisations in our directorate. The Project booklet which will be distributed to Ministry of the EU, Ministry of Education, provincial gouvernors general, educational institutions and organizations and to the Ministry of Education has been published. Küçükçekmece District Directorate of Education has planned a series of in-service-training for the 2016-2017 Academic year to provide permanence and long-term sustainability of the project.
