Novi Sad - Szeged cross-border cooperation in development of harmonized methods and production of common database for the analysis of designer drugs (NCTCNSHIFSSZ12)

The main objective of this Project is to strengthen the capacity of the police forensic laboratory and criminalistic police officers for chemical analysis of drugs in the border areas of the two countries, in order to combat illicit drug trafficking and organized crime. Besides the so-called classic drugs such as heroin, cocaine, MDMA, cannabis, numerous new synthetic compounds appeared on the black market. Majority of the new synthetic designer drugs are not under local and international control even though they are more dangerous than classic drugs. Consequently, the appropriate official handling of the newly appeared drugs is a very important task of the drug enforcement agencies. Efficient illicit drugs combat is possible only by applying the state of the art analytical instruments, which forensic labs in Novi Sad and Szeged at the moment don't have, in order to identify and quantify various designer drugs and their concomitant components. Because of that, the Project realization will lead to purchase of the devices and relevant reference materials of designer drugs which will allow training for the staff of participating laboratories to work on it and development of new analytical designer drugs procedures, improvement of existing analytical drug database in Hungary and creation of analitycal designer drugs database in Novi Sad lab. Designer drugs analytical database that will be formed in Novi Sad will be the first of its kind in Serbia. The second segment of the project willbe organized through equipping and training of the criminalistic police officers for the spot test utilisation in order to introduce them to necessity and practical use of the preliminary drug tests in ordinary practise. This Project will represent the development of already created collaboration between the Ministries of Interior of our two countries and will contribute to an active prevention of organized crime and border safety strengthening.
