To reduce the effects of climate change and prepare for the decline of the oil-age, European regions play a key role in promoting, developing and implementing renewable energy sources (RES) combined with energy efficiency strategies. Many EU regions are taking action in this field, defining specific objectives and action plans to improve the use of RES and energy efficiency in their area. More than 80 European regions have signed the Declaration European Regions for Energy efficiency and Renewable Energy Sources, initiated by the Association of European Regions (AER) in 2006, underlining the urgency of the issue and the role of regions.In the wake of this declaration 11 EU partners, Flevoland (NL, lead), Abruzzo (IT), EPF (BG), Lazio (IT), Maramures (RO), Norrbotten (SE), Noord-Brabant (NL), Prahova (RO), Västernorrland (SE), Valencia (ES) and Western Greece, joined forces with the AER in this project. The objective of MORE4NRG is to strengthen the delivery of regionalstrategies for RES and energy efficiency by exchanging best practices on sustainable energy policies and jointly developing an integrated monitoring tool for measuring the effect of regional sustainable energy strategies. Regions developing sustainable energy policies face many interrelated challenges. They need to find the appropriate alternative energy sources and energy efficiency measures fitting their regional characteristics. With a regional strategy in place they need to create incentives and methods to reach their targets, involving all stakeholders in the region. Regions also need tools to demonstrate progress, to support implementation and evaluation of their strategies.MORE4NRG will address these interrelated issues at an interregional level, combining the identification, analysis and processing of best practices in RES and energy efficiency for the benefit of all partners with specific support to the partner regions with less developed sustainable energy strategies.The project places strong emphasis on dissemination of results to other regions and raising awareness on the sustainable energy issue. Project activities include an analysis of the state of the art of energy strategies and a study of the framework conditions for generating development of and investment in regional renewable energy infrastructures. Several seminars will focus in detail on the state of the art in energy strategies. Peer reviews will be performed by experts from more experienced partner regions in the less experienced regions to review and improve their regional energy strategies. A mutual learning seminar will bring together the experiences and effects of the peer reviews and other lessons learned during the project for all partners. All project results will feed into a toolkit for regional sustainable energy strategies including monitoring tools for measuring the effect of regional sustainable energy strategies. This toolkit will be available for all EU regions. Achievements: The objective of MORE4NRG is to contribute to the delivery of regional strategies and action plans for renewable energy sources (RES) and energy efficiency (RES). The project aims to deliver a toolkit for regional sustainable energy strategies, including a monitoring tool to measure the effect and to help the less experienced regions in developing a strategie on RES/EE. A logical first step in the project has been to get a basic understanding of each partner's regional situation. Therefore, all partners have presented their regional energy situation in three State of the Art seminars, together with their plans and good practices in the field of sustainable energy. As a part of these events, field visits were organised to some of the good practices, e.g. a wind park and a biomass plant in Flevoland, a snow-cooling system for a hospital in Mid Sweden and a research and development centre in Valencia. As a result, an inventory of good practices has been made and the partners have indicated which practices they wish to export or import. Different good practices are very useful to exchange between the partners. For example, the strategies that Västernorrland and Flevoland have developed already, the experiences of different partners to set up a research and development centre for renewables and the different financing systems for sustainable energy (micro credit system of Lazio, energy investment plan of Valencia, green energy incentive system in Western Greece). This collection of 24 good practices is available on the website www.more4nrg.eu. Three peer reviews were organised in Gabrovo, Prahova and Maramures. They consisted of meetings with stakeholders and field visits. During the peer reviews, a team of energy experts from the more experienced MORE4NRG regions assessed the following items in the host regions: the current situation on sustainable energy supply and production, financial mechanisms and incentives, analysis of the R&D sector and the political impetus. Based on these findings, the team formulated recommendations on how to set up a regional energy strategy, on the cooperation opportunities and on education and training possibilities. The peer reviews were perceived as extremely useful by the host regions and generated a lot of media attention. MORE4NRG offers a great opportunity for the participating regions to strengthen the regional sustainable energy situation. However, the ambition is to make a larger public profit of the results of the project. Therefore, we have dedicated a lot of effort to communication activities; apart from launching the website, www.more4nrg.eu, two MORE4NRG newsletters were published and distributed among 3490 contact persons and 2500 brochures have been disseminated. Furthermore, 7 dissemination events have been organised with 425 participants, and the MORE4NRG project has been promoted on 32 other events. MORE4NRG has appeared in press and media 73 times.
