Master in Educational Leadership

In order to improve student learning in Serbia, competencies of principals and other education leaders – vice-principals and school team leaders, school board members, employees in education sectors of municipalities, regional school authorities and national education institutions, and also in the education NGO sector - need to be improved. In order to achieve this wider objective, and also as a response to the increased interest of Serbian policy makers in educational leadership, as exemplified by the recent adoption of Standards for competencies of principals, we aim to create a modern and flexible 60 ECTS Master program that will be jointly implemented by four largest state universities in Serbia. Individual courses in the program will be offered as professional development (PD) courses. Development of the Master program and PD courses will be our first specific objective. As the second specific objective, we wish to establish Educational Leadership Network for exchange of experiences, discourse on educational leadership, and consideration of issues in educational leadership in Serbia and recommendations for their improvement.In the pre-implementation phase, needs analysis of principals and other educational leaders will be undertaken, as will the review of state of the art and effective leadership preparation programs; syllabi, teaching methods and materials and QA mechanisms will be developed in detail, and video-conferencing and e-learning equipment put in place; 25 academic staff will be trained to be teachers in the program, and 25 experienced principals and 25 employees in local and regional school authorities will be trained to both raise their educational leadership competencies and be mentors in the program. In the implementation phase, 50 Master program students and 25 PD courses attendees will be enrolled and will attend the courses. Courses will be modular and interactive, with the strong practical component and flexibility of learning pathways.
