Addressing similar concerns of mobility and accessibility but on a more local scale, the study project, The International Network of Light Rail Cities – From Vision to Action (LIRA-II), brings together 9 partners from the Netherlands, the UK and Belgium. Over 30 months the Dutch-led initiative will address accessibility in and around metropolitan areas by investigating strategies for the integrated planning and management of quality rapid-transit schemes. Building on work carried out in Interreg IIC the study focuses on the challenges faced by city regions in assessing transport needs and ways in which strategies can best be formulated to develop the potential of light rail as an environmentally-friendly option for common transport. The objectives are manifold: i) to 2 develop an assessment tool to offer decision-support for planners; ii) to provide expert planning and design sessions; iii) to instigate a programme of international flying experts between regions with experience in successfully implementing rapid transit and those only just beginning to realise the attractiveness of light rail; iv) to proceed with a select number of Pilot Action Trails (PATs) to identify barriers in the local transport networks in the participating regions, gather traffic data and develop a transnational marketing approach that can be applied by all. The project is transnational in the way it promotes a joint approach to urban mobility issues across city-regions and seeks to promote a transfer of knowledge between experts through its component actions and strategies.
