Between the State and the market has started to grow in many advanced and developing economies a third area, called social economy. The social economy is already highly developed in Europe, with impressive results, both in the creation of new jobs and also in the provision of quality social services. In fact, it represents about 10% of European businesses, employs about 11 million workers and accounts for about 5.9% of total employment and 6.7% of salaried employment.
Reinforcing and strengthening the social economy is based, inter alia, on the fact that in almost all EU countries this sector has functioned effectively as a means of integration into the labor market not only for socially vulnerable groups but furthermore to a growing portion of the population that suffers from unemployment through innovative and socially oriented activities as well as an effective means of meeting the ever increasing needs for social services.
The Law 4019/2011) introduced a new legal form, the Social Cooperative Enterprise (Soc.Ep.). The Soc.Ep is a business, which is managed equally by its members and its operation is based on the pursuit of collective benefit, while the profit resulting from actions only serve the public interest.
As social economy is operating on social inclusion, local development, sustainable development, prevention of social inequalities, strengthening the social fabric and the strengthening of social capital, it is obvious that the Chamber Kilkis can become the basic institution of social solidarity and cohesion, strength and capacity of the institution in the local development process.
