Background Crisis of the function and character of the historical town centre in the territory and the loss of identity of its renewed community. Overall aims Develop integrated strategies for metropolitan areas for contribute to the future development of South East Europe. Project wishes to contribute to innovative solutions to tackle crucial problems affecting metropolitan areas, such as local governance, lack of investments, social segregation through the implementation of integrated projects for urban regeneration. Specific aim JEWEL project deals with an innovative approach for face the town centres desertification phenomena. The approach is based on the creation of Urban centers, meaning a space for document and develop innovative ideas for the future of town. The Urban Center is also an open community of experts for the realisation of integrated urban plans at support of good policy and programme design within the competence of Municipalities and other authorities in charge of the local development. A specific focus of project is represented by the support to start-up and development of new enterprises in the field of the creative industry, as new media, new technologies and ICT, fit to be located in town centres. The admission to training and guidance paths leading to entrepreneurial activities will be facilitated for young people with difficulties to accede to credit system. Target Groups Urban Planners, policy makers, young people, especially those with problems to accede to credit system, representatives of civil society, economic operators, citizens. Activities TRANSNATIONAL PROJECT AND FINANCIAL MANAGEMENT Setting up of project?s boards in charge of project coordination, economic and financial management, communication, monitoring, evaluation and external representation. COMMUNICATION ACTIVITIES Realisation of public events. Setting-up of a press office Informative materials in all languages of project. Project website. Final international conference. NEEDS ANALYSIS AND BENCHMARKING Definition of specific and actual needs emerging by target areas through surveys carried on directly on territories and through desk research on best practices in urban management. DESIGNING OF URBAN DEVELOPMENT PLANS A transnational pool of expert will ensure the scientific coordination of plans. Each national/local group of experts will draft its plan, tailor made on the specific needs and features of each territory. IMPLEMENTATION OF URBAN DEVELOPMENT PLANS Support to innovative entrepreneurial initiatives through business incubators located into towns centers. Guidance, coaching and logistic support to new entrepreneurs. CAPACITY BUILDING A Group of potential new entrepreneurs in creative sector will be selected and trained for the development of entrepreneurial activities . PERMANENT NETWORK OF URBAN CENTERS The Urban Center is the communication center which the town presents, discusses and plans its urban and territorial transformations. It is a point of reference for the project and a laboratory of ideas. It?s a place where all key actors contributing to the develop of towns. Main outputs 6 Urban centers, intended as documentation and propelling centre for design and manage the future of cities. 6 Integrated urban plans, as support to the implementation of the management of town centers. 6 urban incubators for SMEs able to host, at least 30 new SMEs active in the creative industry. Main results A more effective and balanced approach for managing urban centres and for reducing the social desertification 30 new SMEs supported by incubators. On the basis of previous experiences it is reasonable assume that 30% will produce results also at long term. 180 young people in 6 countries informed and trained on business affairs and creative industry. Achievements: Final guidelinesComparing experience in SEE area: The Final Guidelines represents the main tool of the project for mainstream the experiences carried on during the project life.Comprehensive report on needs analysisResults, information and data gathered within the local specific needs analysis: This is a report containing results of meetings, opinion pools, specific surveys and focus groups organized as specific needs analysis on the project territories. The Urban Regeneration CookbookIngredients provided by the public: In occasion of the JEWEL Final Conference has been organized an activity that had involved all participants to the conference.Participants have been invited to describe what they consider essential ingredients for regenerating historical city centres: ingredients that can fight urban city centres desertification and help to create and sustain liveable communities, vibrant economies and attractive and interesting places.The topics raised by the participants / the urban regeneration cookbook are: Marketing, Built environment, Economic activities, Participation, Accessibility & mobility and Social issues.During the second activity the participants were asked to decline the "ingredients" emerged and organized by themes, according to a pro-active logic and to evaluate urban regeneration actions (committed and/or potential) in their local urban context and to point out (M) what works already, (O) what as to be yet organized, (V) what has to be improved, (E) what has to be avoided for the future.The results collected are very interesting and will be included into the Final Guidelines of Jewel Project.
