The aim of the project is to improve the skills of Tallinn youngsters in the sphere of participation in the decision-making process on the level of the local municipality and to empower them to be more active in cooperation with the local authority. The project starts with a 4-day City Council Simulation in the middle of March which shall culminate with an adoption of maximum 7 projects, made by the youngsters. The participants numbered 79 and aged 15-21 shall form 6 committees monitored by professional youth leaders and youth policy makers. Within 4 days each committee shall pass a period of getting acquainted and motivated, its members will learn to know each other and to cooperate by the means of informal education. Moreover, every committee shall have one certain problem linked to youth in Tallinn city and its main task will be to come up with a solution and an action-plan in order to solve the problem. The committees shall also work together with experts and decision makers from the municipality which, on the one hand, helps them to make their suggestion more close-to-life and, on the other hand, it will create an excellent basis for the future lobby and advocacy work in connection with the problems, targeted by the committees and the project in whole.After the general assembly the participants will have the opportunity to start bringing their projects and action-plans to life, aiming to solve the problems brought out be the youngsters during the Simulation, whereas the participants will have the opportunity to choose between different projects and ideas. Each committee will have a youth policy adviser from the Tallinn City Youth Council as the main organizer of the project and a small budget which shall allow them to take determined actions in connection with their project and will help to burst the motivation of the team members. In a long-term perspective, there is a possibility for starting up to 6 spin-off projects by the participants themselves.Moreover, one of the former committee topics shall become a subject for a Youth Visionary Conference that should help the youngsters to collect more knowledge and experience on some specific topic discussed during the Simulation. This shall also help the youngsters to establish more close contacts with organizations, civil servants and experts connected to the conference topics and can therefore be a great possibility to start a wider discussion. A semi-formal and innovative type of the conference shall not only be a great motivator for the youngsters but can also become a subject of interest for the mass-media. Taking it into a nutshell, the aim of the Tallinn City Council within this project shall be motivating young people to come up with ideas, teaching and couching them in bringing these ideas to life and establishing more sufficient cooperation basis for the young people and the local authority.
