The "Cultural Competency Record" and the "Competency Record International" are well established portfolio-based certication systems in Germany, used in the fields of arts and cultural education as well as in international youth exchange programs. Together with partners in France these two systems will be further developped, adapted and reshaped for their use in France, having in mind the cultural, political, didactical, pedagogical, artistical and educational differences between both countries. The reshaped certification systems will then be used in French institutions of arts and cultural education and further training programs will be offered in both countries to train non formal educators in both fields, cultural education and german-french cultural youth exchange, to integrate them in both languages in their regular pedagogical work. This development could be of great interest for further cooperation in Europe with the aim to develop more possibilities to deliver high quality certificates of their competences to young people with less opportunities. In cooperation with the French National Organisation of Centres for Youth and Culture, with stakeholders from different relevant sectors, with young people from both countries, the concepts and necessary training materials will be developped within expert meetings, further training courses and a bigger expert conference. As well in France as in Germany the aim is to develop a quality insurance system which guarantees the implementation and the offer of further training courses for both competency records in both countries after the end of the project. France has a long standing tradition in the field of certifying non-formal and informal competencies. The relation between the competency records and the national certification systems will be deeply discussed during the project, with the aim of clarifying the question, wether the competency records should receive an official accreditation or not. German partners will learn during the project, how to prepare the fields of arts education and intercultural exchange programs to play a role in the national certification systems which will be implemented very soon in Germany as a result of developments in all European member states.
