Improving Management Skills of Provincial District Governors - IMPROMIA

Within the scope of this project presented by the Ministry of Interior, General Personnel Directorate; the transfer of the INNOMAN project, which is implemented in Spain beforehand, is aimed. The project, which focuses on the features required in the ideal administrator, intends to put forward new methods and approaches on the development of the management skills of the Turkish civil administrators making use of the results of the INNOMAN project. By this project, it is aimed to develop the management and supervising skills of the district governors. In the scope of the project it is desired for district governors whose management skills have been developed to be able to supervise in the best way in every kind of organizations both in our country and abroad. Also, within the scope of the project and using the innovative administration methods; a new curriculum, model and system; bringing a new point of view for the civil administrators were tried to be developed. In this process, the administrative capacities of the civil administrators will be determined via surveys, interviews and meetings. Namely, the current situation analysis will be assessed with foreign partners and the deficiencies of the administrators regarding their management skills will be stated. Planned meetings and workshops will be held in order to overcome these deficiencies. After determining the working methodology, an educational system to improve the management skills of the civil administrators will be developed. In order to improve the administrative capacities, educational materials such as curriculums, besides the educational programmes will be developed. The dissemination of the results and outcomes of the project, which will be shaped after the pilot schemes and feedbacks, is planned.The syllabus, techniques and system for the project lean on scientific and modern criteria. The consequences of the project will be published both in Turkish and English. An internet site will be prepared professionally about the project. Besides CDs/DVDs, handbooks, books and scientific publications will inform people about the outputs of the project. These documents and publications will also be used as training materials. By seminars and conferences the consequences of the project will be discussed and conveyed to many people. A CD/DVD that includes methodology and learning materials will be prepared. The opportunities to broadcast the consequences of the project in the local or national media will be sought.Within this frame, the results and outcomes of the project will be presented to the Ministry of Interior as a final report. The transmission to all related units in Turkey will be provided so. Also, all the process of the project will be announced in the website livingly.
