The cooperation between Helsinki and Tallinn has been developed for years in the field of social- and healthcare. There is a need to divide the acute care and care in crises situation in separate hospitals for the elderly. For this a new hospital concept needs to be developed. There is a need for a rehabilitation hospital, where the rehabilitation care is given in short intense periods. The development and re-structuring of the service system is complex and continous challenge. The new procedures also demand alterations to the existing healthcare facilities. This project will function as a pilotproject both in Finland and Estonia and our aim is to participate in the preparation work for the European collaboration.
