The project « Impact 2016-2018 » falls within the general initiative of developing CEMEA’s European dimension.This project meets the needs identified through a diagnosis carried out by our training centres in the socio-cultural field. This diagnosis shows that professional youth workers do not consider mobility as part of their culture and their usual work, and do not feel competent with foreign languages. Those elements constitute personal obstacles that are often transferred to the public they work with. Furthermore, socio-cultural organisations have to deal with a diversity of populations and regularly find themselves in situations where mediation is required between individuals from different cultural backgrounds. These organisations feel the need for having more professionals with intercultural skills and methods to facilitate diversity inclusion. By targeting youth workers -potential future project managers within their structures- and not directly young people through mobility programmes, CEMEA intends to develop a multiplying effect and to have an impact on local and regional levels. It wishes to instigate a work dynamic with networks of key stakeholders, and to foster the development of European projects, intercultural initiatives and mobility on the regional scale.Impact on the territory :The above mentioned analysis explains why our project is anchored in territories and organised in a consortium of 9 regional CEMEA entities: Centre, Rhône-Alpes, Basse-Normandie, Nord-Pas-de-Calais, Provence Alpes Côte d'Azur, Bourgogne, Languedoc-Roussillon, Martinique, Aquitaine. It is coordinated by the Europe and International Dept. of CEMEA’s national head office, and relies on a partnership of eleven European associations from Italy, Poland, Portugal, Finland, Spain, Germany, and Lithuania.The consortium work is based on the day-to-day activity of CEMEA training centers in those regions, and is consistent with mobility programmes within vocational core trainings (“intra-training internships”). The objectives are :1-To give the opportunity to a large number of professionals (youth leaders, youth workers) to experience a European mobility within their initial training path.2-To allow them to gain skills and confidence regarding foreign languages, European project management, mobility support, and intercultural education. 3-To enrich the skills base of professionals active in the field of socio-cultural work and to foster the recognition of mobility-related competences.4-To develop territorial networks of professional trained to European project management and intercultural education, in order to strengthen local task forces and developers of mobility.5-To anchor CEMEA in networks of mobility stakeholders in the field of non formal education, locally, nationally and Europe-wide.Impact on the sector :Internship with professional immersion is a component of CEMEA’s training, and is bound to competences units listed in the frame of reference of the BPJEPS diploma, or to a complementary unit of adaptation, entitled “conceive and implement a European and intercultural education project”. In this way, the learning process through mobility is certified by our centers. The recognition of European mobility’s added value in the field of vocational training, and the recognition of intercultural competences and of international project management among youth workers constitute one of the priorities of our project. For a few years, some CEMEA regional entities have been developing a competence unit of adaptation called “conceive and animate an intercultural and European project”. Through this project, CEMEA aims to increase the value of learnings developed by mobility programmes, to make visible the training contents and the certification linked to these mobilities. We wish to be part of the dynamic launched by the French Ministry of Youth and Sport concerning the assessment of public policies and we will present to the ministry and to the regional authorities, the results of this project, work initially launched in 2004.A European-sized dissemination:The activities of dissemination will be structured around the writing of a document about the added value of mobility (paper and digital versions) in the field of youth work, and around the organisation of national conferences and study days in May 2018, allowing the sharing of our results. CEMEA is part of several national networks (permanent committee for mobility, CNAJEP, national network of developers) as well as European networks (EAICY, Solidar, FICEMEA, Lifelong-Learning Platform); we will therefore be able to rely on these different networks to disseminate the results and to assure an impact from local to European levels.
