The overall objective of the project is to contribute to the economic and social development of territories by better quality of public finance management through increase of its effectiveness by automation. Achievements: 1. IT tools for long term financial planning, capital investment planning, program-target method, public service provision are worked out and implemented on regional and municipal levels provided with necessary methodologies and legislative support.2. Independent public examination is straightened by methodology, external experts are trained. Methodology and necessary legislative support is published and disseminated for public.3. Municipal finance management monitoring system is introduced to municipalities of the Kaliningrad region.4. Register of liabilities in all municipalities of the Kaliningrad region is provided by analytic and calculation methodology.5. Public Private Partnership (PPP) system use is supported by methodology in all municipalities of the Kaliningrad region.6. Public servants are trained on all the subjects covered the Project.7. Public procurement is supported by special IT tool, Polish business representatives are trained to participate in Russian public procurement.8. The most important and actual literature on public finance and public finance law is collected, systematized and translated.
