We want to develop teaching activities on European social Law and the seafarers’ rights. And we want to do to promote and give greater visibility to the European studies on seafarers, both within the University participating in this Jean Monnet Action and outside. Always from the university teaching, our proposal is related to the need to strengthen the social dimension of maritime Europe and to ensure appropriate levels of protection to seafaring workers. It is a topical issue and concern to the European Union because there is a shortage of qualified staff to man European vessels. The Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions, on Reassessing the regulatory social framework for more and better seafaring jobs in the EU [COM (2007) 591 final], recognizes this expressly stating the following: «Most maritime sectors operate in a highly globalised context. The increasing economic globalisation and the internationalisation of the workforce, combined with sometimes insufficient enforcement, have eroded the effectiveness of the existing international standards and affected maritime safety at global level, contributing to a strong increase in inequalities in living and working conditions of maritime workers». Teaching the reality of maritime Europe equips students and future professionals with knowledge of European Union subjects relevant for their academic and professional lives, but also improves the quality of professional training and the governance of the European Union policies applicable to the seafarers.
