The European Union calls for action to combat climate change and to limit global warming to no more than 2°C above pre-industrial temperatures. A central role is ascribed to local authorities and their citizens in order to ensure the implementation and execution of European and national policies. EnercitEE seeks to practically implement the goals of the European Commission focusing on the objectives of INTERREG IVC by identifying, analysing and transferring best practices, fostering the exchange of experience in order to help local authorities and their citizens become energy efficient. In contrast to its INTERREG IIIC forerunner project enercy’regio, EnercitEE will move on to address a new but underestimated consumer target group: the citizens. Therefore it has a new but underestimated focus than the forerunner project but builds upon enercy’regio’s experiences and existing interregional networks which have been established. All regions stressed a pressing need that more innovative energy efficiency policies and instruments for citizens and the private sector need to be developed.As a consequence of this, the already existing partner network has been extended in order to cover an even wider range of European regions. EnercitEE will include seven partners from six European regions. The project uses the existing experience and best practices to raise awareness, to build up knowledge and competences, to transfer and adapt already existing solutions and methods for interregional use and develop and improve policies in regional and local legislation. A long-lasting effect of the project activities will be ensured by directly involving public policy makers and private consumers in the activities of EnercitEE. Project results and achievements will be exchanged between the participating regions and presented to all interested European stakeholders. Practical guidelines and policy recommendations generated within EnercitEE will provide valuable assistance forEuropean regions aiming to improve their energy performance and policies. EnercitEE will be carried out as a mini-programme. The exchange of experience will be a core element of this mini-programme: the partners themselves compile policy instruments, best practices, case studies and organise training sessions and component seminars. In the sub-project component 4 ‘energy efficient citizens & local authorities’ a maximum of twelve sub-projects will be tendered in two open calls for proposals. It is expected that results of the sub-project component will help to improve local and regional policies and that the entire project will provide assistance in the transfer of knowledge on energy efficiency and sustainable transport in both the public and private sector. In particular, a change in energy patterns in the communities and their citizens is expected. Achievements: The INTERREG IVC mini-programme EnercitEE started in January 2010 and made remarkable process so far. Six involved partners from the five European regions Saxony, Smaland, Emilia-Romagna, Haute-Savoie and Lower Silesia have run successfully two open calls for proposals and EnercitEE is financially supporting 11 sub-projects. They are jointly carried out by partners from at least three EnercitEE regions. These sub-projects are dealing with many aspects of Energy Efficiency (EE) targeting citizens and local authorities. LEEAN exchanges experiences on how to transfer information on energy savings and stakeholders are supported in advising various target groups. E-Foxes develop a joint European approach for energy saving contests at schools. The sustainable climate challenge (SCC) strives for citizens becoming climate smart with regard to their use of energy, transportation and other consumptions. Actions and communication tools about EE (ActEE) aims at exchanging on low cost and effectivetools in order to communicate EE and sustainability culture. Within GRACE the costs and real impact of public and private funding schemes focused on EE for citizens and communities are analysed. SustraMM develops guidelines and recommendations to improve the understanding and inclusion of soft mobility measures within transport strategies. EEMTE focuses on the exchange of experience on training concepts for municipal staff and how to include EE in the various fields of local actions. FIBREC is contributing to solve applicative problems in public private partnership and project financing in energy sector interventions. The implementation of national regulations on EE of buildings is reviewed by the subproject RIEEB. Climatic planning and reviewing tools for regions and local authorities (CLIPART) will set up a general procedure for climate change planning and implementation. And finally PraTLA- practical training in local authorities wants to identify needs to improve EE in cities. The progress of all projects is constantly monitored by the Regional Partners (RP) and the MPCO. All sub-projects (SPs) are striving towards best outcomes from their activities and are eager to promote activities and projected results by creating flyers, brochures, joint concepts, etc. Within EnercitEE all RPs contributed actively in dissemination activities. Regional midterm events were already carried out in Emilia-Romagna, Haute-Savoie, Saxony and Lower Silesia. 36 press releases, 5 newsletters, 26 poster exhibitions, additional dissemination events and the participation in other events informed various interest target groups on the results and the progress of EnercitEE. Information on EnercitEE, its SPs, joint outputs, events, etc. are available on the EnercitEE website www.enercitee.eu. The EnercitEE blog is used actively to inform the public on sub-projects events, presenting intermediate results, disseminating good practices identified or raising awareness to different topics.The exchange of experience as core activity of EnercitEE is actively fostered by all EnercitEE partners. An important output and result is the jointly developed Good Practice Guide, which is already widely distributed throughout Europe. Other milestones in the field of the exchange of experience were the 1st interregional symposium “Energy Efficient heat/power generation & distribution” in April 2011 in Växjö/Smaland; the Policy advice seminar held on 26/27 October in Wroclaw/Lower Silesia, the 2nd interregional symposium “Communication + motivation to increase Energy Efficiency” in Annecy/France in February 2012. A special highlight and a premiere within EnercitEE has been the Policy maker exchange to Växjö in early June 2012, when “Europe’s greenest city” was host to more than 30 mayors from Poland, France, Italy and Germany learning on the spot and sharing their experiences.
