With the EU enlargements of 1995 and 2000 some small countries become EU small member states (SMS). The renewed interest in research on small states in Europe focuses on foreign policy, economics, globalisation and climate change. There is a gap in the evidence on European health policy and the stance of SMS in the European integration process. Next to the EU developments, WHO Europe launched a small country project in 2014 to support SMS in the implementation of the Health 2020 fostering political commitment, information exchange and collaboration among small countries.Recently, the Jean Monnet Chair in European Public Health Professor Helmut Brand raised the issue of SMS at the intersection of national and European health policy making. In addition, the work of Azzopardi-Muscat (2014, 2015), a PhD of the Jean Monnet Chair, started to conceptualise the impact of European integration on SMS in the area of health thorough a literature review and scoping study with Maltese experts using interviews.There are no comparative studies related to European integration and health related to SMS therefore the aim of this project is to establish a Jean Monnet network of universities and public health institutes, to map and understand better the small states’ challenges and opportunities of European integration in health and to translate those findings into policy relevant messages. The research by the network will be conducted in a comparative manner across four health policy issues in four countries with the aim to enhance the collaboration between research, policy and practice in Europe and beyond.The results of the project will include: the establishment of the SMS Network, report on challenges and opportunities of SMS focusing on: cancer, health professionals’ mobility, access to medicines, and rare diseases, three publications in peer reviewed journals, four SMS workshops in Estonia, Slovenia, Malta and Iceland, presentations to policy makers and educational materials.
