European Economic Policy: A Citizen Perspective

Spaniards were, historically, strong EU supporters, associating accession with transition to democracy and prosperity from 1975. Since the onset of the 2008 crisis, however, many Spaniards perceive the EU as a remote policy actor, distanced from from the big socio-economic problems plaguing the country. This is particularly pertinent for Spanish youth, facing massive unemployment rates and prospects of slow economic growth. One of the positive consequences of the crisis is that youth is more interested in policy: witness the rise of diverse, new political associations across Spain. However, students at Universidad de Cantabria (UC) have received no training in EU policy. Currently, there is no course at UC to ground students in how EU policy is made, implemented and evaluated. Students have expressed real interest in studying the course I present here. This project is designed to meet this demand. It offers 4 central strands: 1) Jean Monnet Module, a new, 60 hour core course "European Economic Policy: A Citizen Perspective", for BA Economics students (100 students/year), offered in English and Spanish (total 120 hours), including a Brussels study trip, creation of a student-led virtual platform “EUCitizenLab” for EU policies and 3 webinars; 2) Jean Monnet mini-classes, 10 hours of teaching on EU policy on an introductory course on European Integration for BA Business Administration and Economics students; 3) Jean Monnet Master Classes, 10 hours of teaching on advanced policy analysis to Masters' students from diverse universities; 4) Jean Monnet Outreach including a 1-day Roundtable on EU policy open to the university community, the general public and local policy-makers, incorporating 4 invited practitioners/scholars and b) Next Generation Policy Makers - simulation exercise of why understanding human decision making can help policy-makers with 90 school children at the Marie Curie Researchers' Night.
