The Irish National Framework of Qualifications (NFQ) was established in 2003 and referenced to the EQF in 2009. There is a risk that many stakeholders will view qualifications frameworks, national and European, as a completed task in Ireland and that benefits and impact can be taken for granted. At European level, as progress towards the first milestone of the EQF 2012 Recommendation, nears completion, interest has turned to measures necessary to maintain transparency and confidence in the outcomes of the initial round of referencing exercises. Central to qualifications frameworks is the notion of qualification of level. where the process of assigning level to a qualification and processes for maintaining confidence in level are transparent and robust, only then are benefits of qualifications frameworks realised. The focus of the Irish NCP in 2016 is to re-visit how qualifications are initially levelled in the Irish NFQ and how NFQ level is assured over time. The Irish NCP will coordinate a focussed review of the process of assigning and ensuring level of qualifications assigned to the NQF. The review process itself is intended to re-state the centrality of levelling as an ongoing and dynamic process and not a once off event. The outcomes of the review will inform the development of quality assurance processes for the NFQ and consequently for EQF implementation and any future periodic EQF referencing activity. Seperately the NCP action includes activities relating to maintaining current levels of public awareness of EQF and the NQF in Ireland. The annual public awareness survey will be conducted, the results of which provide trend data since 2014 and inform the effectiveness of NFQ/EQF communications strategy.
