Energy Efficiency in Low-income Housing in the Mediterranean (ELIH-Med)

ELIH-Med project objective is to identify and conduct a large scale experimentation of cost effective solutions and innovative public and private financing mechanisms backed with Structural Funds to foster energy efficiency investment in low income housin Achievements: State of the art of project implementation since the project startAfter ELIH-Med launch in May 2011, the preliminary phase of investigation and analysis about policy support showed that low income housing was not a targeted object of the policies in the Med area and pointed to a significant gap between the 2020 energy efficiency targets and the forecasted energy saving set by the Mediterranean States. All the partners are on the verge to launch the experimentations that will be implemented in their pilot projects and have realized the previous steps: selection of the dwellings, meetings of local actors related to energy efficiency and social housing, meetings with inhabitants, study on the innovative financing that can complement ERDF to finance the refurbishment works, preparation of smart meters installation, launch of calls for tenders to select the providers who will implement the refurbishment. ELIH-Med is also working with MARIE project to provide with common recommendations on energy efficiency in buildings to the European Commission.Latest project activities and outputsDuring this period, partners have finalized the selection of the dwellings which will be refurbished, in particular when this selection resulted from a competition between private low income housing. They have also achieved in most cases their diagnosis of energy performance and the action plan for energy retrofitting that will be implemented. The new French partner 13 Habitat has joined the partnership and started his activities. In the territories where smart meters will be installed, partners have got in touch with energy providers, started to conceive their plan of implementation and in some cases installed the smart meters. Furthermore, ELIH-Med has engaged in a process of common capitalisation with MARIE project. In particular, during this period, both projects have finalized their common answer to the European Commission consultation on energy efficiency in buildings and drafted their recommendations to the MED programme for the next period programming (policy paper).Next key steps for the projectFollowing the selection of companies realising the refurbishment, partners will launch workings in their pilot projects, most of them between January and March 2013. After the international conference in Malaga in October, partners will meet again in Malta in January 2013. Regarding capitalisation activities, after a first presentation of the policy paper made with MARIE in Brussels in November, the finalized document will be officially presented to the EC at the beginning of 2013.
