ContextThe perspective within which contextualizes the project adopts a logical system and promotes networking of institutional resources, professional and territorial, through a strategy that includes:- the development of coordination and methodological improvement of operations design and accompanying training programs, self employment and job placement of disadvantaged persons by the local services that deal, with different rights, training and social and work inclusion- the expansion of the contexts and opportunities for training and employment of disadvantaged persons as part of the contracted services, conventions, and / or assigned by the Civil Service (CS).GoalsGENERAL OBJECTIVE: to contribute to the improvement and modernization of policies, strategies and measures on training and social and labor inclusion of disadvantaged persons.SPECIFIC OBJECTIVE: to increase the opportunities for training, self employment and employment of disadvantaged persons within credit services, agreements and contracts of CS.Participants and beneficiariesDisadvantaged persons in charge to the various services -> 20 participants, about 2,000 interested as catchmentOperators of local services (VET, social cooperation, social services, health services and work services) -> at least 20 participants Makers and representatives of Local Authorities and Civil Services -> at least 4 participants and about 50 involvedExecutives and managers of the territorial system of services, policy and decision makers of the Local Authorities and Civil Services -> at least 9 and 30 participants involvedActivity-Analysis of current legislation, standard procedures and good practise as applied in the area of public contracts, aimed at incentivating the entrepreneurship and integration into the workplace of disadvantaged persons.-Analysis of possible areas for public and private joint projects for the development of entrepreneurship in disadvantaged persons.-Preparation, and sharing with the appropriate departments of the various public bodies, of proposed guidelines for the preparation, assignment and management of public spaces and services.-Analysis of models and processes for the development of entrepreneurship and the social and occupational integration of disadvantaged persons. – Analysis of the methods used to identify, recognize and measure the motivational, entrepreneurial and professional skills of disadvantaged persons.– Preparation and development of the model for assistance and training in preparation for assisting disadvantaged persons in developing social, occupational and entrepreneurial skills.– Analysis and definition of the technical and professional skills that are necessary to providers of assistance in order to assist disadvantaged persons in developing their entrepreneurship skills and facilitate their integration into the workplace.– Training of operators assigned to provide services for social integration and integration into the workplace (social services, work and self-employment services, training services).-Experiments with the model for assistance in developing entrepreneurship and the social and occupational integration of disadvantaged persons– Experiments with the guidelines for the preparation, assignment and management of public spaces and services by the implementation of measures involving a high level of inter-action and joint development between private individuals and public bodies.Methodology used in the projectThe project involves the comparative analysis, processing, and then shared the empirical testing of models, tools, methodologies and procedures for the design and the accompaniment of training courses and socio-employment of disadvantaged people in the context of procurement, conventions and credit of the PA. Ample space is given to raising awareness and involvement of stakeholders as well as to the enhancement and dissemination of outputs and outcomes.Expected Results1 Improved ability of the CS in processes of outsourcing of its services, to provide training and job placement of disadvantaged2 Improved capacity for training, coaching and job placement of disadvantaged by the VET and local services for the job and the inclusion3 Increase opportunities for training, self-employment and employment of the target group of disadvantaged selected persons and accompanied part of the trial in the projectExpected impact and long-term benefitsExpansion of contexts and opportunities for training and employment of disadvantaged persons in contracted services, affiliated and / or entrusted by the CS. Improved design and implementation of training and accompaniment of the disadvantaged.Impact at the system level, in the long run, in terms of improvement of networking between services for training, inclusion and work in order to significantly increase the effectiveness and efficiency of all services involved in training and work integration of disadvantaged persons.
