ECOLES ET ENTREPRISES CO-ACTEURS DE LA LUTTE CONTRE LE DECROCHAGE SCOLAIRE

BACKGROUND:The deputy heads, continuing the previous project presented by the SNPCT, direct their new project on the issue of the fight against early school leaving by strengthening the School-Enterprise link. To do so, they will:• Take as reference the work of the European Commission analyzing the causes and consequences of leaving school and have the tools available to Member States to fight against this phenomenon and the measures that the EU should adopt to reduce the rate dropout in the EU,• Be involved in vocational training to help resolve the issue of early school leaving and strenghten the School Company link• Remember that one of Deputy Heads missions and activities is the coordination and facilitation of teaching teams, as stated in the Jobs repository “PCT Circular 2011-215 EN 01/12/2011 (Annex 1)” that redefines the profession and also in the rewriting of this circular, updating the missions of Deputy Heads which to be published shortly in the Official Gazette.• Manage the teaching staff professional and technological high schools that have the mission to offer educational solutions and their implementation to fight against school dropout.OBJECTIVES:Meet the national goal: "100% of students leave school with a qualification".For this, the Deputy Heads set themselves the following objectives:1) Observe how the strategic objectives set by the EU in 2009 are in place2) Share their experiences with their partners and vice versa3) To report to all Deputy Heads of work done during these international workshops4) Develop innovative actions so that the School-Company link is strengthen to better fight against school dropoutNUMBER AND PARTICIPANT PROFILES: 132 Deputy Heads of all specialtiesDESCRIPTION OF ACTIVITY:The observation during the mobility will focus on the strategies put in place:Control strategies against early school leaving should be based on an analysis of national, regional and local specificities of the phenomenon. They must be comprehensive and integrated policies such as social protection, youth, family, health and employment.These strategies must be systematic and focused on:• Prevention: avoiding the creation of conditions favoring the dropout;• Intervention: by addressing the difficulties faced by students as soon as they occur;• Compensation: providing education and training opportunities to students out of the system.METHODOLOGY :To effectively coordinate the teachers under their teaching load, the Deputy Heads need to learn about the practices of the Education and Training EU partners. The international opening of SNPCT, building on its European partner network allows to build this project by soliciting on the topic of early school leaving and ensure that the Deputy Heads exchange on:• how the host organizations practice the fight against dropping• human resources and teaching materials at their disposal,• relationships they establish on this subject with the socio-economical environment and School-Companies links,• training taken by teachers to ensure the success of the scheme.The Deputy Heads will organize the work as followed:• present the project to the national level,• call for applications and selection of participants,• preparation and participation in the mobility,• assessment of the learning of the beneficiaries and the project as a whole,• reinvestment of these achievements,• communication of results.IMPACT AND EXPECTED RESULTS:On Deputy Head: better understand the issues and boost schemes to address the dropoutThe Heads of institutions and teaching teams: find strategies to fight against droppingOn training institutions: fulfill their missionOn the country: create the conditions for "better living together" by the flourishing of all, that the impact on students is measured by a significant reduction in the rate of dropoutsPOTENTIAL LONG-TERM BENEFIT:Achieve other strategic objectives 2020: achieving 75% employment rate for 20-64 years and 20 million people out of poverty.
