The open government initiatives, often referred to as e-Government, e-Democracy Parliament or 2.0, intended to restore the link between citizens and government officials by increasing transparency and collaboration. They create spaces for citizens to share their vision of society and discuss policy options or control the integrity of democratic institutions and the quality of public services. These initiatives actually contribute to restoring confidence in their representatives and to improve performance of institutions and they are able to revitalize representative democracy?Deliberative democracy assumes that citizens shall, upon the basis of equality, rational arguments that lead to the development of a common position. Unquestionably, the principle of equality is respected on the net. The anonymity of the Internet facilitates the expression of people who hesitate to speak in a public place "real." The status, social origin being masked individuals on the Internet, word of one equivalent to that of others. By cons, argued the exchange is far from being the rule. In the forums, people tend to say more than demonstrated. Thus, the virtual communities are content to juxtapose multiple viewpoints. Moreover, the Internet is often the site of these insults wars (flame wars) that discourage many users.However, if these online participatory democracy experiments are interesting, they are, nevertheless, quite modest. Moreover, the Internet is most often used as a complementary device of a debate which had been held in another context. It is therefore not in these devices that deliberative democracy online mainly develops. The expression of the citizen does not always go by organized public debate. Rather it manifests in multiple areas and in the most varied ways.It is the same on the Internet, many users first write for them and some relatives. Writing is a space of freedom where they can mobilize their creativity and express themselves freely. The testimony and emotion often outweigh the argumentative discourse. Bloggers often address only a few players, their testimonies have limited reach. The information and opinions they develop are intended for a restricted community.As part of this exchange project, it is not to reach consensus, to result in a neutral and objective formulation, but rather to give voice to multiple opinions, solicit testimonials of the rich, let's talk about subjectivity, seeking diversity, not hide uncertainty. The exchange will be in the form of e-citizen to stand ready to step out of the virtual for a cause while respecting the principles of democracy.Each project will be a young actor. All participants will come with a camera, a cell phone or other equipment to film. Groups of initiatives will be strongly recommended for joint actions. With the agreement of the partners we work with young people aged 18-21 years, and we make sure to respect gender equality.The project will bring together 35 young people from 5 countries program. It will take place in Angoulême of July 25 to 31, 2016.
