The opportunity to experience political participation and be decision makers in their own environment from an early age is crucial for young people to become active citizens. Young people express a strong interest in policy making and such issues as employment and education, which directly concern them. However there are barriers to youth political participation in most of European countries. Strong form of empowerment and inclusion of young people is Structured Dialogue with policy makers. To be involved in reflections and discussions on participatory forms is the way to shape the face of our communities and bear responsibility for the future. Therefore our partnership of youth organizations from Sweden, Portugal, Turkey, Latvia and Lithuania experiences the need to undertake this project aiming at Dialogue between young people and policy makers to develop new ways of youth empowerment and active participation in representative democracy through a mutually developed policy and action plan.Partners will be trained on the transfer of knowledge and skills necessary for the members of youth organizations active with youth rights advocacy which they, in turn, will implement in their home networks and countries. Young people involved in this Meeting of young people and policy makers in the field of youth will improve their competences within active citizenship position, youth empowerment for political participation, youth voting rights and access to voting.The project will include the following stages:1. The Preparation stage2. The Implementation stage, including Transnational Youth Conference in Portugal for 70 representatives of all partner groups and key decision makers responsible for youth empowerment policies3. Knowledge-sharing stage, including Transfer of Transnational youth Conference experiences in the partner organizations and networks and Peer campaigners’ meetings in partner organizations4. The Evaluation stage, including 5 day Evaluation meeting in Latvia for 25 representatives of the participating organizations5. Additional measures assuring dissemination and exploitation of project's results.The programme of the Transnational Youth Conference will be based on non-formal learning workshops and presentations and will be divided into two parts. Some presentations will be given by young people to experts, youth policy-makers and Representatives of the main bodies responsible for shaping empowerment policies. Other sessions and theoretical inputs will be devoted to workshops facilitated by experts and youth policy makers about youth empowerment for political participation. The learning activities will be complemented with communication and social games.Active participation of young people will increase their awareness about common values and principles of citizenship and help to the development of EU democratic institutions in line with the provisions of the Lisbon Treaty to "encourage the participation of young people in democratic life in Europe". Participants will understand the meaning of active citizenship and transparency during elections, develop policy recommendations and will be able to transfer obtained knowledge and skills to their organizations and communities back home. Through the experience of the project participants will also become more assertive, confident and improve their communication skills. They will know the best way to create understanding between people through encouraging them to do something valuable together.Outcomes of our project will be measured by: - concrete policy recommendations and proposals of actions to improve youth empowerment and elections participation policy. The recommendations should be focusing on different aspects of youth empowerment and participation, including the transition between non-formal education and empowerment, political participation and the recognition of competences,- peer campaign projects to disseminate results of the Meeting between Young People and Decision-Makers in the Field of youth;- work of reference groups (youth peer educators plus experts/policy makers) to consult local youth and civic society organizations;- intensified dialogue between youth NGOs and local / regional / national administrations and decision making bodies; - number of relevant decisions developed at regional / national level after consulting a youth organization in the field of youth participation in structured dialogue and the electoral process at all levels; - number and quality of activities promoted by youth organizations; - number of joint projects proposed by the partners in the follow up phase.
