Comparability and transparency of qualifications in Finland and Estonia

The overall project objective is simplification of comparability, transparency and mutual recognition of vocational qualifications in Finland and Estonia and improvement of free movement of residents and labour force in this area. HETA-ECVET will continue and implement the results of first pilot project HETA (INTERREG IIIA, 2007). The project started co-operation between Finnish and Estonian education administrations. Partners made description of the Finnish and Estonian vocational education and training systems. Partners started comparison of curriculas in four pilot fields. The new project will continue the systematic partnership, comparison of Finnish and Estonian qualifications and curriculas according to the EQF and ECVET principles both in sectors of last project (vehicle technology, business and commerce, catering) and in new sectors (entrepreneurship, hotel and tourism, home service, construction, social and health care). Networks between the authorities responsible for the content of the training and the development of the professional certification system will facilitate student mobility, transparency and recognition of competences and qualifications between Estonia and Finland while taking into account the prior study and work experience. The aim of the project is to implement balance of skilled labour force and promote free movement of residents and labour force between Finland and Estonia. During the project Finnish and Estonian vocational training and professional certification systems will be compared, which will provide a basis for comparing the curricula, ways of training and the procedures of professional certification. Further education, re-education and dating of competences will support labour force needs and help reducing unemployment during difficult economic period. Omnia will be as LP and will be responsible for management and communication of the project (C1) The network consist from 6 vocational education centres from Finland and Estonia, Finnish National Board of Education, Estonian Qualification Authority and Estonian Ministery of Education and Research. All partners are responsible for dissemination and evaluation. FNBE and EMER will be responsible for EQF and all partner institutions will work with comparison of competences, skills and knowledges, create and test material. The main activities are: deeper comparison of Finnish and Estonian qualifications, comparison of competences, skills and knowledge’s in pilot sectors, keep closer of education and training, developing and testing materials and equal units in working groups of pilot areas, increasing co-operation and mobility for employers and individuals. Specialists of polytechnics will evaluate the project. Results will be agreement and equal materials and units in pilot qualifications, transparency and recognition of competences and qualifications in pilot sectors. Achievements: The HETA-ECVET project had the aim of simplifying vocational qualifications in Finland and Estonia to make them comparable, transparent and mutually recognisable. As a result, the project promoted the free movement of residents and labour force between Finland and Estonia. HETA-ECVET focused on pilot areas such as vehicle technology, entrepreneurship, hotel and tourism and construction as well as social and health care. By comparing curricula, ways of training and the procedures of professional certification, the project partners have developed material and documentation in cooperation. Vocational education and training providers tested the material and documentation. Educational administrations and boards then analysed the results and disseminated these to other fields and countries.
