CERTIFICATION SYTEMS IN THE SANITARY TRANSPORT

Medical emergency transport services are facing an increasing social demand; higher quality and the incorporation of new technologies, coordinated assistance, training and suitable resources. They also play an essential role for the suitable emergency assistance: they reduce death toll, decrease complications (consequences) and economic costs, thus making public health profitable and optimising the resources.On the other hand, the present professional certification systems privilege the traditional ways of learning (regulated training and certificates) compared with other ways to acquire the competences (not formal learning and working experience). Therefore, the workers who have got their knowledge through professional experience and practice do not have much of their competence capital recognised.A system for the recognition and certification of competences should have reliable and valid tools to measure. It is necessary that the device has the companies’, workers’ and administration credibility and reliability and that it is an integrating process. Therefore, it is necessary to create a device valorising the best evaluation practices, from the participation of all the agents, from social dialogue, to meet the challenge of the certifications credibility, without leaving apart the gender perspective. It is basic to valorise and recognise (if necessary) the new competences of this group, which added to the traditional activities of this professional profile, constitute an additional service, understood as an extra and necessary element for the achievement of complete, suitable and quality medical assistance. CERTRANS was born with the aim of transferring the system for the Recognition and Validation, result of Chemitech project – E/04/B/F/PP-149246 - to the Sector of medical emergency transport to encourage the improvement of the qualifications transparency, the valorisation of the knowledge and competences got through not formal or informal learning (professional experience and practice) from transnational cooperation, quality and social dialogue, in order to favour personal development, employability and a greater participation in European labour market. In order to that, CERTRANS is aimed at adapting and experiencing a transnational device to certify the key competences in the sector of medical emergency transport, favouring the management of competences in the company and allowing the workers to be conscious of their competences and encouraging lifelong learning. It will be a device with the participation of all the agents in the sector, based on the quality standards, professional qualifications and on the best practices.CERTRANS consortium integrates partners from four UE countries (Spain, Italy, Bulgaria and the United Kingdom), which gives an idea of the European dimension of the project.The developments proposed have important impact, not only on the partners taking part in the project, but also on those sectors that are close to the world of European medical emergency transport with high added value. The group taking part in the pilot experience will have their competences recognised and validated; which will increase their motivation towards learning, professionalism and permanent adaptation of other workers in the sector and of other sectors. The companies in the sector will have a system to validate essential competences, reinforcing their competitiveness in the market. The institutions, authorities and certification organisations will have a validated methodology to be transferred to the National Qualification Systems, more concretely for their devices for the recognition, accreditation and register of competences.
