Business Intermediary Organisations e-Learning Network

Business Intermediary Organisations (BIOs) such as Chambers of Commerce and Trade Associations either provide, or recommend, a high proportion of the training services used by small businesses across Europe - with the European network of chambers of commerce alone training around 2.7 million people each year in 1,000+ training centres across EuropeThese BIOs increasingly rely on e-learning tools & products to provide the learning & skills needed. Many of BIOs' e-learning products have applicability outside their immediate membership but have not been made more widely available due to cost, resource or competitive constraints. The proposed BIONET project seeks to establish a technical platform & commercial framework on which such new e-learning products can be made available to BIOs across Europe for the ultimate benefit of their members and other SMEs. The platform will be based initially on the experiences of BIOs who were partners in three recent Leonardo funded projects - YENTELS, InTeLS and ENERGY-WISE. These existing partners have realised the benefits of collaboration & have experienced the technical and commercial difficulties which can prevent this. The key short-term target group will be BIOs from across Europe - especially those who have developed existing e-learning products as part of funded projects. This group will include six "founder" platform BIO members ensuring that the project is represented in eight countries and in eight languages from the outset. The project will also seek to target a broader base of "user/provider" platform members who will ultimately facilitate access to the resources of the platform by the long-term target group - i.e. SMEs. The project goal is to increase the range & quality of European SMEs' online training provision thereby improving competiveness & encouraging innovation by encouraging the re-use of existing e-learning resources and facilitating the development of new online resources based on existing materials.
