Bretagne - Mobilité OUverture Vers l'Europe pour la Formation Professionnelle

European mobility within health care and social work training institutes in Brittany is the preserve of a few institutions, principally involving further-education training. Students in vocational-education training (levels V and IV) still have very limited access to European mobility, which is usually just a group visit for a few days. Scarcely more than 1% of Breton students following health care and social-work vocational courses did one of their work placements elsewhere in Europe in the year 2014-2015. As for mobility of staff in these institutions, to teach or train elsewhere in Europe, such opportunities are almost non-existent. The very short duration of these courses and the characteristics of the students concerned – often undergoing a career change, sometimes with family responsibilities, focussed on gaining a qualification in order to get straight into the job market – are some of the main constraints upon wider European mobility. Nevertheless, health care and social work training institutes now need this openness towards Europe: they must be at the heart of an exchange of ideas in order to feed into the dynamics of research, improve teaching, work towards the recognition of European levels of attainment in training, etc. By taking part in this trans-European dynamic and developing synergy between European establishments they will help to reduce health and social inequalities across Europe and promote health and social care at the highest level in the various countries of the world. Moreover, the mobility of students during training courses brings undeniable advantages: it offers a significant means of acquiring skills (autonomy, self-confidence, dynamism, being open to others, etc.). These opportunities in mobility are also of specific professional interest to those undergoing training in health care and social work: they enable the participants to become aware that our neighbours, even those nearest to us, do not have the same concepts of care and of social work as those that have been developed in France, thus leading them to have a wider perspective on current and future professional practices and to develop better quality in their treatment of the people they support and care for.Faced with these observations, the Regional Council of Brittany and eleven institutions which provide levels V and VI health and social care training have decided to bring forward together a project within the “Erasmus+” programme, with the aim of developing mobility of their staff and students within Europe. The added value of this consortium lies both in a clear division of tasks, according to the skills of each member structure, and in the sharing of networks and practices. In this way, the association of the Brittany Region and the eleven partner training bodies will enable the openness of these institutions towards Europe to be strengthened, increasing the number of visits, improving the quality of the preparation, follow-up and evaluation of European mobility opportunities, improving the quality of training thanks to exchanges between European professionals and encouraging new institutions. The Brittany Region will take on responsibility for the administrative and financial management of mobility assistance. This will release the institutions from these tasks so that they can give free rein to their creativity in optimising activities to support mobility. The Region will also coordinate and lead the consortium and its two bodies: the strategy committee, a decision-making body, and the technical committee, an operational body. The platform thus formed will be a place: - to exchange experience and practice;- for the sharing of existing tools to prepare, support and evaluate mobility opportunities;- for the creation of common tools (schedules, administrative documents translated into several languages and certified, directory of work placement sites, communication tools, the development and promotion of mobility, etc.).Going forward, this regional organisation will facilitate the democratisation of this initiative opening up Europe to institutions providing health care and social-work training. The consortium is indeed open to any new institution in Brittany that wishes to participate and offers individual support in the implementation of the conditions necessary for the development of mobility opportunities. Promotional events (regional events, open days in institutes, educational communications, publications, etc.) will also contribute to the nation-wide and European-wide exposure of the activity and will give visibility to Breton institutions that wish to claim their place as European training organisations.
