BASICON II - European Building Essentials
Project contentThe multiplier project BASICON II targeted the transfer,adaptation and implementation of the comprehensivepackage European Construction Essentials, successfullydeveloped in the BASICON project, in the Europeanconstruction training sector. The project alsoaimed to produce new means for the proof of skills, certificationand modular qualification in vocational trainingin the CEECS countries Poland, the Czech Republic,Hungary, Lithuania and Estonia. The countries that tookpart in the original development (D, A, FI, BG, RO) willmonitored this process in the newcomer states, as well asintensifying strategic dissemination and anchoring theproject on a national level. Major activities of the 2 year-long project were:Recognition of the qualification and certification measuresas a national standard, and in conjunction withthe EUROPASS procedure, as a Europe-wide standardfor proof of skills.Lasting implementation/Valorisation of the BASICONproducts in PL, CZ, HU, BG, RO, LT und EE takingspecial consideration of their effect on national vocationaltraining practices (in training centres, SMEs) andincluding the evaluation of target groups and specificneeds.Development of the internet-supported EUROPEANCERTIFICATION PORTAL in the vocational area of construction.Further development of the exemplary e-learningtools as an instrument for testing and certifying.Expansion of all instruments and materials into 13country- and 12 language specific versions.JustificationBASICON II is a response to the needs:- For qualified construction workers to establish amodern infrastructure in the CEECS countries- For increased mobility in the European job marketthrough transparent skills gauging, including the recognitionof informally acquired skills- For new Europe-compatible standards for vocationaltraining in CEECS countries.- Of the construction industry to develop a transnationallyrelevant reference system that highlights thetraining and certification processes differing betweencountries, thereby achieving transparency.- For new operative and near-practice trainingstrategies (strengthening of practice-orientated trainingand further training scheme) in firms (SMEs) and trainingorganisations.- For pre-vocational training standards, especiallyin Germany .The plan contributes to European training- and employmentstrategies in terms of lifelong learning and the testingand establishment of needs- and practice-orientatedqualification.
